At the meeting with voters after the 10th session of the People's Council of Da Nang City, term 2021-2026 in Ngu Hanh Son Ward on September 9, Ms. Nguyen Thi Anh Thi, Vice Chairman of the People's Committee of Da Nang City, was upset about the small, unnecessary issues that voters raised with the city leaders.
"Why do I receive problems under the authority of the ward every time I go to a meeting with voters in Ngu Hanh Son?", Ms. Thi asked.
Ms. Thi suggested that 260 residential groups of Ngu Hanh Son ward need to set up groups to receive and reflect promptly and the People's Committee of the ward needs to monitor and handle it from the beginning, it is impossible for people to wait until the meeting with voters to give their opinions on "very light, very small" issues.
Of course, not every ward or commune in Da Nang reports to the city leaders about small, scattered things. But from the story of Ngu Hanh Son ward, Da Nang city, many problems of local government at two levels are shown.
Currently, local authorities at the commune and ward levels have been assigned the first task, associated with clear and specific decentralization and responsibility division.
Therefore, the fact that people petition the city leaders about issues under the ward's authority to resolve shows that the grassroots government here has not fulfilled its responsibility to the people, has not been proactive, and is not really close to the people as required.
From the people's side, there is still a habit of waiting for senior leaders to react. Many people do not clearly understand the authority of decentralization, or lack a convenient channel for reflection at the grassroots level, so they should choose to take their frustration to the city forum.
This also reflects that people's trust in the grassroots government has not really been strengthened.
The meeting with voters of the city's leaders is a forum for informing and receiving, discussing macro issues, long-term development orientations for the locality.
Moreover, meeting voters is a periodic event, only taking place once a year, so people's opinions on small issues have caused prolonged frustration, while the city's leaders are overloaded with small incidents, reducing the time for strategic, long-term work.
The effectiveness of the new apparatus at the commune and ward levels is not only demonstrated in solving problems of the national interest rate, but also in handling "very light, very small" issues that are close to the daily life of the people.
If this situation does not change soon and continues, the issue of people's solidarity as well as decentralization and delegation of power in some localities will only be formal, not creating substantial changes in governance.
