Early operation of the high-tech treatment area of Quang Nam General Hospital to avoid waste

More than 4 months after the inauguration, two of the seven floors of the High-Tech Treatment Area of Quang Nam General Hospital have not yet been put into operation.

In which, the 3rd floor is arranged for the Department of Anesthesiology and Surgery, the 7th floor is for the Department of Medical Treatment for Officials.

Both floors, currently machinery and equipment have been installed, but the rooms are still closed because the hospital is completing procedures and operating plans.

For whatever reason, this delay is still an unacceptable paradox. Especially in the context that Quang Nam General Hospital has repeatedly fallen into a state of overload, at times patients have to share beds, wait for beds or use the entire corridor space.

In that situation, each day these two floors are not operating is one more day when public resources are not effectively exploited.

Machinery has not been operating, treatment rooms have not received patients, and medical examination and treatment capacity has not been fully utilized, all of which reduce the effectiveness of the investment of nearly 179 billion VND.

Waste is not just abandoned projects or degraded equipment. A completed project that is slow to fully utilize its function also creates a risk of waste.

In the healthcare sector, waste is also calculated by the opportunity for treatment in better conditions that patients have not yet enjoyed.

Notably, the High-Tech Treatment Area was approved for investment policy in 2019, expected to be implemented in the period 2019 - 2023 but was delayed by nearly three years due to investment procedures, handover and bidding for equipment procurement.

When the project was handed over, the exploitation of all functions continued to be slow due to the need to complete operation procedures. This shows that the project preparation process is not really synchronized.

A hospital project not only includes buildings, hospital rooms and machinery. To put it into use, it also requires a team of doctors, professional procedures, a connection plan between the old area and the new area, licensing procedures, maintenance and equipment operation.

These tasks need to be prepared in parallel with the construction process. It is impossible to wait for the project to be completed before starting to consider human resources, procedures and processes.

If each stage is only implemented after the previous stage ends, the waiting time will be prolonged, costs may arise and in the end patients will suffer losses.

Quang Nam General Hospital strives to put the new operating area into operation in September. To achieve this goal, the hospital, the Department of Health and related units need to urgently complete procedures, prepare personnel, professional procedures and connection plans between the old operating area and the new operating area, ensuring early operation but must be safe.

Soon putting the remaining two floors into operation not only helps the hospital increase its medical examination and treatment capacity, reduce overload, but also avoids letting rooms and machinery continue to wait and investment capital slow to be effective.

With a medical project worth nearly 179 billion VND, the most practical way to combat wastefulness is to soon put all functions into serving patients.
