Report of Long Bien District People's Committee
According to the report of the Long Bien District People's Committee, the land has an area of about 2,700m2; originally agricultural land managed by the Phuc Loi Ward People's Committee. Location of the land in planning block D.2/CL2.
In 2024, the People's Committee of Phuc Loi Ward has developed a plan to manage against encroachment and build a playground for people in block IV, in the Cua Chua area and signed a contract with Mr. Nguyen Van Thanh (address 510 Ngoc Lam Street, Ngoc Lam Ward, Long Bien District, Hanoi) to implement the plan.
During the implementation process, Mr. Nguyen Van Thanh built 4 pickleball courts and renovated some constructions on the land to serve sports activities, with an area of 925.2m2. Of which, 4 pickleball courts have an area of 465 m2; a management and cleaning house has an area of 210 m2; a warehouse has an area of 204.3 m2; an assembly house has an area of 45.9 m2.
The People's Committee of Long Bien District said that after the Lao Dong newspaper posted a reflection of the operation of the Pickleball sports ground in the pagoda area, the District People's Committee directed the Department of Natural Resources and Environment, the Economic Department, infrastructure and urban to check the current status of land use; Coordinate with K132 Petroleum Land Enterprises of B12 Petroleum Corporation to identify the petrol pipe protection corridor.
At the same time, on March 19, 2025, the People's Committee of Long Bien District issued Document No. 492/UBND-KTHT & DT to direct the People's Committee of Phuc Loi ward and relevant departments to strictly comply with the regulations on ensuring the safety of the petrol pipe corridor through the area; stop the construction of works violating petrol pipeline corridors; The works that violate the petrol pipeline corridor require dismantling to ensure a safe distance as prescribed.
"Up to the end of March 31, 2025, the People's Committee of Phuc Loi ward has dismantled the violating works (Pickleball sports ground) in the above land area. For the old existing works, the District People's Committee continues to direct the People's Committee of Phuc Loi ward to handle and overcome; the completion time before April 15, 2025" - the document stated.
Why haven't we considered individual and collective responsibility for violations?
According to Official Letter 1089 of the Hanoi People's Committee, conveying the opinion of the Party Central Committee Member, Chairman of Hanoi People's Committee Tran Sy Thanh, assigned the People's Committee of Long Bien District to consider the responsibility of the collective and individual under Directive No. 24-CT/TU of 7.8.2023 of the Standing Committee of the City Party Committee "on strengthening discipline, discipline and responsibility to resolve work in the city political system" if the mistake occurs.
According to the report to the Hanoi People's Committee of Long Bien District People's Committee, the district confirmed that there were violations at the Cua Chua pond pickleball court project, Phuc Loi ward and is overcoming the violations.
However, the report to Hanoi did not mention "reviewing the responsibility of collectives and individuals according to Directive No. 24-CT/TU" as requested by Chairman of Hanoi People's Committee Tran Sy Thanh.
Directive No. 24-CT/TU of the Standing Committee of the Hanoi Party Committee on strengthening discipline, order and responsibility for handling work in the political system of Hanoi City issued on August 7, 2023 clearly states:

Previously, Lao Dong Newspaper reported that the land used to build a pickleball court at Cua Chua pond was under the management of Phuc Loi Ward People's Committee. However, local people reported that this sports field does not have a construction permit.

Speaking to Lao Dong Newspaper, Mr. Bui Anh Tuan - Chairman of Phuc Loi Ward People's Committee - said that this public land area "not built any construction". The current status is only temporary, keeping the original status and allowing people to implement the plan to exploit the sports field and reserve a part of it for the playground for the residential group.
Responding to a reporter's question about whether the project is granted a construction permit or not, Mr. Tuan said: "There is a plan! No construction permit is granted because with this project, there is no brick built here, only a sports field, a mobile roof, no construction at all".
According to the leader of Phuc Loi ward, this land cannot be auctioned because it is located in the protection corridor of the oil pipeline, so it can only be exploited and managed to avoid encroachment.
