Social insurance informs about the use of health insurance cards for medical examination and treatment from July 1

Vietnam Social Insurance has just issued an Official Dispatch to Social Insurance in regions on ensuring that the work of health insurance examination and treatment is continuous and smooth in the process of implementing the 2-level local government model.

Accordingly, in order to ensure the legitimate rights of health insurance participants and the work of health insurance examination and treatment is continuous and smooth before, during, and after administrative units are organized into 2 levels (provincial and commune levels), Vietnam Social Insurance directs social insurance agencies in areas to focus on implementing a number of key contents.

Vietnam Social Insurance requires social insurance in regions: Proactively coordinate with the Department of Health and local health insurance examination and treatment facilities to ensure full benefits for health insurance patients;

Notify medical examination and treatment facilities to continue to use the health insurance card issued to participants for medical examination and treatment under the health insurance regime when the address and place of initial medical examination and treatment registration on the health insurance card have not been adjusted - for health insurance medical examination and treatment facilities arranged and reorganized at administrative units at all levels;

Urgently coordinate with health insurance medical examination and treatment facilities to finalize data, organize appraisal and settlement of health insurance examination and treatment costs in the second quarter of 2025 and implement the advance payment for health insurance medical examination and treatment costs in the third quarter of 2025 according to regulations;

Assign the staff and employees of the Health Insurance regime Department to coordinate with the health insurance examination and treatment facilities subject to arrangement to promptly resolve to ensure the rights of health insurance participants when going to the health insurance examination and treatment most conveniently; Focus on implementing the above instructions and promptly report difficulties and problems on Vietnam Social Insurance for consideration and guidance on resolution.

Vietnam Social Insurance also requests the Department of Health to ensure legal conditions under its authority so that the Social Insurance agency can coordinate with reorganized medical examination and treatment facilities (dissolved, merged, newly established) to promptly sign contracts or appendices to health insurance examination and treatment contracts, ensuring that health insurance examination and treatment contracts are implemented continuously and fully.

In case the medical examination and treatment facility is reorganized into a new commune health station, it is eligible to sign a health insurance examination and treatment contract, assign the district-level social insurance to directly sign the contract, ensure continuity, and inherit the terms and conditions of the contract signed with the medical examination and treatment facility managing the commune health station.

Official dispatch No. 1334/BHXH-CSYT is an important preparation step of Vietnam Social Insurance to ensure the organization and implementation of health insurance policies is regular, continuous, and uninterrupted during the transformation of the government organization model at all levels in localities, for the benefit of people with health insurance cards.
