On January 2, the Ho Chi Minh City Department of Health requested all medical examination and treatment facilities to urgently study and implement the Law amending and supplementing a number of articles of the Law on Health Insurance (HI) and Circular 01/2025/TT-BYT.
The Ho Chi Minh City Department of Health will coordinate with the Ho Chi Minh City Social Insurance to develop an implementation plan in the coming time.
Speaking with Lao Dong Newspaper, a representative of Ho Chi Minh City Oncology Hospital informed that today (January 2), the Ministry of Health organized a national conference to disseminate Circular 01/2025/TT-BYT, which will take effect from January 1, 2025, detailing and guiding the implementation of a number of articles of the Law amending and supplementing a number of articles of the Law on Health Insurance.
Regarding the work of receiving health insurance patients, patients coming to the Ho Chi Minh City Oncology Hospital for examination and treatment must still have a referral letter, except for cases belonging to 62 disease groups.
Regarding the settlement of health insurance benefits, the transfer form to medical examination and treatment facilities is valid for 1 year from the date of signing (previously 1 calendar year).
In many cases, patients are preliminarily diagnosed with diseases that do not require a referral and are still covered by health insurance.
At the conference on January 2, Prof. Dr. Tran Van Thuan - Deputy Minister of Health, Chairman of the National Medical Council said that health insurance is one of the two important pillars of social security that is always focused on building and perfecting.
In 2024, the health insurance coverage rate is estimated to reach about 94% of the population, the number of medical examinations and treatments covered by health insurance will be about 180 million with an estimated expenditure of about 142,000 billion VND.
Circular of the Ministry of Health No. 01/TT-BYT and effective from January 1, 2025, detailing and guiding the implementation of a number of articles of the Law amending and supplementing a number of articles of the Law on Health Insurance, including regulations on a number of diseases that do not require a referral.
The Circular issued with a list of some rare diseases, serious diseases, diseases requiring surgery or using high technology are entitled to 100% of the benefits according to regulations.
Patients are entitled to benefits after being diagnosed by a medical facility with a disease in this list of 62 diseases. Compared to the old list, the new list has 20 more diseases.
