At the conference on implementing health work in 2025 on the morning of December 24, Minister of Health Dao Hong Lan said that in 2024, the Ministry has deployed many key and important tasks, especially perfecting the organizational structure.
"Currently, the Ministry of Health is urgently and seriously carrying out the assigned tasks in receiving tasks from the Ministry of Labor, War Invalids and Social Affairs in accordance with the direction of the General Secretary as well as the direction of the Government and Prime Minister," said Minister Dao Hong Lan.
Also according to the Minister of Health, the Ministry has issued Circular No. 01/2024/TT-BYT stipulating the list and period of periodic job transfer for civil servants not holding leadership and management positions in units under the Ministry of Health and under the management scope in the health sector at the local level; Circular No. 06/2024/TT-BYT stipulating the ranking of health service units; Circular No. 11/2024/TT-BYT stipulating specific standards and conditions for considering promotion of professional titles of civil servants specializing in medicine, pharmacy, and population; Circular 17/2024/TT-BYT stipulating classification criteria, conditions for establishment, merger, consolidation, and dissolution of public service units in the health sector and field.
Regarding the organizational arrangement of units under the Ministry of Health, the Ministry of Health has submitted to the Government a Project to arrange Hospitals under the Ministry: It is expected to reduce 4 hospitals and transfer them to the management of local Ministries and branches (Central Hospital 74 will be transferred to the People's Committee of Vinh Phuc province, Central Hospital 71 and Central Nursing - Rehabilitation Hospital will be reorganized into two practice hospitals of Hanoi Medical University, Quang Nam Central General Hospital will be reorganized into facility 3 of Hue Central General Hospital).
Develop a list of public service units under the Ministry of Health; Project to establish the National Medical Council; Project to establish the Central Center for Disease Control, expected to be submitted to the Prime Minister for consideration and decision in December 2024.
Review the organizational structure of administrative organizations, consolidate and rearrange constituent organizations to ensure criteria according to legal regulations: Develop and appraise the project of the Center for Preservation and Development of Traditional Medicine and Pharmacy under the Department of Traditional Medicine and Pharmacy Management; Center for Support and Development of Medical Facilities and Equipment under the Department of Infrastructure and Medical Equipment.
Approving the project of job positions of units under the Ministry of Health. Issuing Decision No. 1289/QD-BYT stipulating the standards, conditions and procedures for appointment, reappointment, transfer, rotation, dismissal and resignation of management positions in public service units of the Ministry of Health.
Instructing public service units under the Ministry of Health to develop regulations on organization and operation of the unit: In the first 6 months of 2024, the Ministry of Health approved the regulations on organization and operation of Bach Mai Hospital, K Hospital, Central Lung Hospital, Central Center for Health Communication and Education, Southwest Regional Forensic Psychiatric Center, Central Highlands Regional Forensic Psychiatric Center, Northern Mountainous Region Forensic Psychiatric Center, Central Children's Hospital, Central Obstetrics Hospital, Da Nang C Hospital, Quynh Lap Central Dermatology and Leprosy Hospital.
Organize the summary of the implementation of Resolution No. 18-NQ/TW of the 6th Central Conference, Session XII, on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently; develop and submit to the Government Steering Committee a Project to reorganize and streamline the apparatus of the Ministry of Health on the basis of receiving a number of tasks from the Central Health Care Protection Committee, receiving state management of: Social protection; children; prevention and control of social evils transferred from the Ministry of Labor - Invalids and Social Affairs, and at the same time submit a draft Decree stipulating the functions, tasks, powers and structure of the Ministry of Health according to the reorganization plan.
