Recently, voters in Tra Vinh province proposed a policy to reduce the cost of health insurance (HI) for subjects who do not receive salaries from the state budget.
Regarding this issue, the Ministry of Health responded as follows:
Based on the provisions of the law, the National Assembly and the Government stipulated that the paid for health insurance was 4.5% of the salary, pension, labor loss allowance, unemployment benefits or base salary, based on the country's socio -economic development conditions and the contribution of the State, enterprises, workers and people.
To encourage and support people to participate in health insurance, the Government has issued specific policies. Theo Nghi dinh so 146/2018/ND-CP ngay 17.10.2018 cua Chinh phu quy dinh chi tiet va huong dan bien phap thi hanh mot so dieu cua Luat BHYT, duoc sua doi, bo sung boi Nghi dinh so 75/2023/ND-CP ngay 19.10.2023 cua Chinh phu va Luat so 51/2024/QH15 cua Quoc hoi sua doi, bo sung mot so dieu cua Luat BHYT, cac muc dong va ho tro dong BHYT da duoc quy dinh cho cac nhom doi tuong nhu nguoi co Cong, the poor, near -poor people, ethnic minorities, people living in areas with extremely difficult economic conditions, agricultural households, forestry, fishery and matches have average living standards.
For subjects who do not receive salaries from the state budget, if not among the above subjects, citizens can participate in health insurance by household to receive a gradual reduction in the contribution rate according to the provisions of the Law on Health Insurance as follows:
- The first person contributes 4.5% of the basic salary;
- The second, third and fourth people pay 70%, 60%, and 50% of the first person's contribution, respectively;
- From the fifth person onwards, the contribution is equal to 40% of the contribution of the first person.
In addition, at Point b, Clause 3 of Decree No. 75/2023/ND-CP dated October 19, 2023, the Government stipulates that the People's Committees of provinces and centrally run cities can base on the capacity of local budgets and other legal funding sources to submit to the Provincial and Municipal People's Councils to decide on the level of health insurance payment support higher than the minimum support level for subjects specified, and at the same time provide additional support to subjects not eligible for support according to current regulations, including low-income people, uncontracted workers, domestic workers and housewives who have difficulty participating in continuous health insurance.
With a relatively full scope of health insurance benefits, the current health insurance contribution rate is considered low compared to countries with similar socio-economic development conditions.
The Ministry of Health hopes that voters understand and support the health insurance policies of the Party and State, and actively participate in health insurance to ensure finances when they are sick or ill.
