Reader Nguyen Viet Ninh (reader's name has been changed - PV) said that she works under a professional contract at a hospital (a financially autonomous agency), Nursing grade IV code, receiving a salary level 7 coefficient 3.06. In July 2024, Ms. Ninh was recruited as a Nursing civil servant grade III.
"So will I be ranked in the same salary range?" - a reader asked.
Responding to this issue, the Ministry of Health said:
Clause 16, Article 1 of Decree No. 85/2023/ND-CP dated December 7, 2023 of the Government amending and supplementing a number of articles of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government on recruitment, use and management of civil servants stipulates:
In case an employee, before being recruited or accepted, has worked for a period of time (not including the probationary period as prescribed in Clause 2, Article 21 of this Decree) in accordance with the provisions of law, has paid compulsory social insurance, worked in a job position with appropriate professional and technical requirements (if there is a period of time of discontinuous work without receiving a one-time social insurance allowance, it will be accumulated) and that period is calculated as the basis for salary classification in the current professional title, it will be considered equivalent to the current professional title rank.
Based on the above regulations, in case an employee, before being recruited, has worked for a period of time as a nursing professional in accordance with the provisions of law, has paid compulsory social insurance, worked in a job position requiring a bachelor's degree in nursing and that time is calculated as the basis for salary classification in the professional title of Nursing Grade III, it is considered equivalent to the professional title of Nursing Grade III.
