In particular, the Ministry proposes that for communes with a population of 25,000 or more, or with difficult traffic terrain or a large commune area; competent authorities should consider and decide to establish commune health stations.
According to the draft, the health organization of communes, wards and towns (Commune Health Station) is a health unit under the Health Center of districts, towns, cities under provinces, cities under centrally-run cities (District Health Center), established according to the administrative unit of communes, wards and towns (collectively referred to as communes).
For communes with a population of 25,000 or more, or with difficult traffic terrain or a large commune area; competent authorities shall consider and decide to establish commune health stations and ensure conditions for commune health stations to operate according to current regulations.
For communes with a population of over 50,000 people; competent authorities shall consider and decide to establish additional commune health stations to ensure the capacity to provide and access health services for local people.
In case of a major epidemic; competent authorities shall consider and decide to establish a mobile commune health station.
According to the draft, the Commune Health Station has the function of providing and implementing primary health care services for people in the commune.
6 tasks of Commune Health Stations according to the new draft Decree
In the draft Decree regulating the health of communes, wards and towns, the Ministry of Health proposes that the commune health station has the following tasks:
Carry out professional and technical activities on: Preventive medicine; comprehensive management of personal health in the area; management and treatment of non-communicable diseases, chronic diseases, community nutrition; medical examination and treatment according to the family medicine model; combining traditional medicine and modern medicine in treatment and disease prevention; reproductive health care; population work - family planning; supply of essential drugs; health education and communication according to the instructions of superior management agencies and regulations of law;
Professional and operational guidance for village health workers; village midwives;
Coordinate with relevant agencies to carry out the work of combining military and civilian medicine; school health in the area;
Participate in inspecting private medical and pharmaceutical practices and services that pose a risk to people's health in the area;
Is the standing unit of the Commune Health Care Board on the work of protecting, caring for and improving people's health in the area;
Perform other duties assigned by the Director of the District Health Centre and the Chairman of the People’s Committee at the communal level.
The Ministry of Health proposes that this regulation will apply from 1.1.2025.
