Accordingly, the People's Committee of Hai Phong City requires Departments, branches, sectors, People's Committees of communes, wards, and special zones; relevant agencies and units to strictly implement the direction of the Ministry of Health on the prevention and control of seasonal flu, diseases caused by respiratory viral virus, hand, foot and mouth disease, and limit the risk of outbreaks in the city.
Proactively raise vigilance for respiratory diseases and hand, foot and mouth diseases; organize regular epidemic monitoring in communities, schools, industrial parks, tourist accommodation facilities, seaport areas, and airports. At the same time, closely coordinate with the Ministry of Health and the Central Institute of Hygiene and Epidemiology to analyze risks and propose appropriate solutions for each area.
Direct medical examination and treatment facilities to arrange examination and screening areas for respiratory diseases; strengthen resuscitation and treatment capacity for high-risk groups; strengthen infection control, absolutely do not let infection outbreaks occur in hospitals. Organize training and professional guidance for lower-level health care teams to ensure quick and thorough treatment right at the facility, especially in crowded areas.
Prepare adequate means, materials, and chemicals; develop plans to be ready to respond when the epidemic spreads, strictly implement the "4 on-site" motto, ensure proactive and effective response in all situations.
The Department of Education and Training, the Department of Industry and Trade, and the Hai Phong Economic Zone Management Board direct schools, educational institutions, businesses, factories, and enterprises to strengthen environmental sanitation, ensure open space; monitor, detect suspected cases early and coordinate timely handling when an outbreak occurs, especially crowded events, especially in industrial parks, shopping malls, and tourist areas.
The People's Committees of communes, wards and special zones will deploy epidemic prevention and control measures appropriate to the situation of each locality; conduct community supervision, especially in densely populated areas, workers' dormitories, and schools. Localities re-activate community epidemic prevention and control teams when necessary, ensuring early detection, timely reporting and thoroughly handling outbreaks from the beginning.
