On the afternoon of December 20, at a press conference, Deputy Minister of Health Le Duc Luan provided information on the construction progress and completion of the project of the second facility of Bach Mai Hospital and Viet Duc Hospital in Ha Nam.
Responding to a reporter's question about whether these two hospitals could be put into operation in the next 6 months as directed by the Prime Minister, the Deputy Minister of Health said that in 2024, the Ministry of Health coordinated with ministries and branches to report to the Prime Minister to propose mechanisms and solutions to handle difficulties and obstacles in the investment project to build facilities 2 of Bach Mai Hospital and Viet Duc Hospital.
Difficulties and problems have occurred in these two projects and the two projects have been suspended since 2020. Currently, the Viet Duc Hospital project has resumed construction.
Deputy Minister Le Duc Luan said that the problems are quite complicated related to the process of contract implementation, contract signing, and project implementation, with contents that do not comply with the regulations in the Decrees and Circulars.
"Therefore, through the review process, the Ministry of Health proposed to the Government on the basis of the difficulties to have specific mechanisms and policies to resolve the difficulties and problems. Only by applying those mechanisms and policies can the difficulties and problems be resolved and the project can continue to be implemented" - Deputy Minister Le Duc Luan said.
According to Deputy Minister Le Duc Luan, the Ministry of Health will coordinate with other ministries and branches to complete the content related to the Government's Resolution to handle this issue. After resolving difficulties and obstacles, the projects will be accelerated in construction progress.
"Currently, in terms of construction, Bach Mai Hospital's second facility is 97% complete, with 3% remaining; Viet Duc Hospital's second facility is 85% complete, with only 15% remaining.
Regarding medical equipment approved from 2014-2015, we will review to compare the implementation practices and organize the procurement of medical equipment, each project is nearly 1,000 billion VND.
The goal is that if the difficulties and obstacles are accepted by the competent authorities, we will complete the construction in 2025," said Deputy Minister Le Duc Luan.
Previously, in 2023, the Prime Minister decided to establish a working group including the Ministry of Health, Ministry of Construction, Ministry of Finance, Ministry of Justice... to review related difficulties and problems to propose solutions for the project to continue to be completed and put into use to serve the people.
In 2024, the health sector will continue to coordinate with ministries and branches to report to the Prime Minister to propose mechanisms and solutions to handle difficulties and problems in the investment project to build the second facility of Bach Mai Hospital and the investment project to build the second facility of Viet Duc Hospital.
Chairing the regular Government meeting on November 9, 2024, the Prime Minister requested that within the next 6 months, the Ministry of Health must complete, hand over and put the two hospitals into operation, with great determination.
The second facility project of two major hospitals, Bach Mai and Viet Duc Hospital, is expected to be an effective solution to reduce overload at central hospitals in the North.
Bach Mai Hospital's second facility has a scale of 1,000 beds, with a total floor area of 118,941m2. The total investment is 4,990 billion VND, with 4,500 billion VND from the State budget and other sources.
Facility 2 of Viet Duc Hospital has a scale of 1,000 beds, total floor area of 117,714m2. Total investment is 4,968 billion VND, state budget capital is 4,500 billion VND and other sources.
At the end of 2014, the second facility of Bach Mai and Viet Duc Hospitals in Phu Ly City (Ha Nam) began construction and is expected to be the two largest modern hospitals ever built. This is also the first time our country has a hospital built and operated according to international standards.
On October 21, 2018, the examination areas of both facilities were officially inaugurated.
However, after that, only the examination area of Bach Mai Hospital was put into use for a period of time from March 2019 to March 2020, then announced to temporarily stop operating. After that, this area was requisitioned as a centralized quarantine area to prevent COVID-19.
Meanwhile, Viet Duc Hospital, branch 2, only stopped at cutting the ribbon and has never received any patients.
