Single women are allowed to fertilize in the hope
From October 1, Decree No. 207/2025 of the Government regulating childbirth using assisted reproductive techniques and maternity leave conditions for humanitarian purposes will take effect.
The new regulation allows single women to perform in vitro fertilization (IVF) if they wish.
The principles of applying assisted reproductive and surrogacy techniques for humanitarian purposes are as follows:
- The practice of sperm donation, embryogiving, and egg donation in assisted reproductive techniques must comply with the principle that it can only be donated at a facility allowed to store sperm, fertilize, or store embryos.
- sperm, amenorrhea, or embryos can only be used for one woman or a couple to give birth.
- Sponsorship and acceptance of sperm, donation and acceptance of embryos are carried out on the principle of anonymousness between the donor and the recipient.
- Only perform assisted reproductive techniques for couples who are infertile or have medical conditions and single women who wish.
Decree 207 also specifically stipulates medical conditions, records for IVF, surrogacy, etc.
Issuing new birth certificates for children
Regulations on the issuance and use of birth certificates take effect from October 1, according to Circular 22/2025 of the Ministry of Health.
Cases of new birth certificates for children include: Children born at medical facilities; children born outside medical facilities; children born through surrogacy; children born and died at medical facilities.
The birth certificate is made in 2 copies, one given to relatives and one kept at a medical facility. Each twin or more will have a birth certificate with a different registration number.
Cases of reissuance of birth certificates include: The issued birth certificates are confusing, lack of information; birth certificates are lost, torn, or destroyed.
Medical examination and treatment facilities are responsible for connecting electronic data of birth certificates with electronic public service software according to the provisions of Decree 63/2024 of the Government regulating the implementation of electronic connection of two groups of administrative procedures: registration of birth, registration of permanent residence, issuance of health insurance cards for children under 6 years old; registration of death, cancellation of permanent residence registration, settlement of funeral fees, and death.
