Sending a question to the Ministry of Health, reader T.B.H said: "I am working at the Provincial Center for Disease Control, holding the professional title of Level IV Technician (code number V.05.02.08).
In 2023, I graduated from university, Bachelor of Public Health. Based on my training level and job position, the unit where I work has submitted a submission to the Department of Health requesting consideration for transferring my professional title to Public Health Grade III. However, so far the transfer has not been carried out.
Please ask, am I eligible to be considered for transferring professional titles to public health rank III according to current regulations?".
Regarding this issue, the Ministry of Health answers as follows:
On April 11, 2025, the Ministry of Home Affairs issued Official Dispatch No. 1239/BNV-CCVC exchanging expertise with the Ministry of Health, accordingly, the Ministry of Home Affairs has agreed that in cases where public employees of the health sector currently hold a rank IV professional title (rank IV Physician, rank IV Nurse, rank IV Midwife, rank IV Medical Technician, rank IV Pharmacist, rank IV Population Member), if they meet the standards and conditions and are assigned to work in the job position of a rank III specialized public employee, they will be considered for transfer to a professional title corresponding to the new job position according to the provisions of the Law on Public Employees and Decree No. 115/2020/ND-CP (amended and supplemented in Decree No. 85/2023/ND-CP); salary ranking at the new job position is applied according to the guidance in point b, clause 2, Section II of Circular No. 02/2007/TT-BNV (attached to Official Dispatch No. 1239/BNV-CCVC).
Based on the above guidance, in cases where public employees holding the titles of Level IV Nurse, Level IV Midwife, Level IV Medical Technician with a bachelor's degree in Public Health are arranged to work in the job position of the title Public Health Level III, they are considered for transfer and appointment to the professional title Public Health Level III.
