Voters say rising housing prices make young people afraid of getting married and having children, the Ministry of Health speaks out

In the context of economic difficulties, competitive jobs, high childcare costs, and high house and land prices, it has led to a trend of young people fearing marriage and having children.

The Ministry of Health said that the Ministry has received an Official Letter from the Government Office on responding to voters' recommendations before the 10th Session of the 15th National Assembly.

Accordingly, voters in Hanoi city see that in the context of economic difficulties, competitive jobs, high childcare costs, and high house and land prices, leading to the trend of young people fearing marriage and having children.

Voters suggested that the Government take measures to remove them, especially at a time when our country is gradually entering the stage of population aging.

After studying the content of the recommendation and reviewing the relevant documents, the Ministry of Health responded as follows:

In the context of current socio-economic development, the trend of late marriage, having few children, or even not having children is increasing, causing the birth rate to decrease below the replacement level and accelerating the aging population.

This situation is affected by many factors such as pressure on employment, income, living expenses, childcare, housing, as well as the requirements for personal career development, especially for young workers and women of childbearing age.

Recognizing the above challenges, the National Assembly voted to pass the Population Law at the 10th Session of the 15th National Assembly on December 10, 2025, creating an important, unified and long-term legal basis for the planning and implementation of national population policies in the new period.

The Population Law clearly defines the goal of maintaining replacement fertility, while proactively adapting to population aging, associated with improving population quality and sustainable national development.

The law has stipulated a comprehensive policy framework, in which the State synchronously implements groups of solutions on education, health care, housing and social security to facilitate marriage, childbirth and the birth of two children.

Some important guiding policies include: Adjusting maternity leave when giving birth to a second child; financial support for some groups of subjects and localities with low birth rates; prioritizing access to social housing for families with two children as prescribed by law.

In the coming time, the Ministry of Health will closely coordinate with ministries, branches and localities to organize the implementation of the Population Law in a synchronous and effective manner; at the same time, continue to monitor and evaluate practices to promptly advise the Government to perfect specific policies, in accordance with the socio-economic conditions of each stage, contributing to removing barriers to marriage, childbirth, maintaining a reasonable fertility rate and proactively adapting to the aging population of our country.
