Sending a question to the Ministry of Health, reader V.C.H said: "I work at the Provincial Rehabilitation Hospital, rank of civil servant, rank IV medical officer.
In July 2024, I was sent to study for articulation to become a doctor, after graduating I returned to work at the hospital. I have studied through the doctor's professional title class and have a certificate, but so far I have not been transferred to Doctor Level III.
Please ask, what do I need to do to be transferred from civil servant to doctor? What is the guidance document?".
Regarding this issue, the Ministry of Health answers as follows:
On December 7, 2023, the Government issued Decree No. 85/2023/ND-CP amending and supplementing a number of articles of Decree No. 115/2020/ND-CP dated September 25, 2020 on recruitment, use and management of public employees.
Regarding the consideration of promotion for public employees specializing in health grade IV to grade III, it is implemented according to the provisions of Clause 2, Article 32 of Decree No. 115/2020/ND-CP (amended and supplemented in Clause 16, Article 1 of Decree No. 85/2023/ND-CP) specifically as follows:
For grade V and grade IV public employees who are considered for promotion to a higher professional title adjacent if they are working in a job position suitable for the professional title being considered and meeting the standards and conditions for consideration according to the provisions of Clause 1 of this Article".
Term III Doctor titles specified in Joint Circular No. 10/2015/TTLT-BYT-BNV dated May 27, 2015 stipulate codes and professional title standards for doctors, preventive medicine doctors, and medical assistants.
The title of rank III doctor is a title that does not have a subordinate rank (no rank IV professional title). Therefore, civil servants currently holding the title of rank IV doctor, if they meet the standards and conditions and are assigned to work in the job position of the title of rank III Doctor, they are considered for transfer to the rank of rank III Doctor according to the provisions of the Law on Civil Servants and Decree No. 115/2020/ND-CP (amended and supplemented in Decree No. 85/2023/ND-CP).
The Ministry of Health has issued Official Dispatch No. 2141/BYT-TCCB dated April 11, 2025, sending Official Dispatch No. 1239/BNV-CCVC dated April 11, 2025 of the Ministry of Home Affairs, Official Dispatch No. 1414/BYT-TCCB dated March 13, 2025 guiding the above content.
