According to the decision of the Secretariat, Mr. Lu Quang Ngoi - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Vinh Long province - ceased to participate in the Executive Committee, Standing Committee and ceased to hold the position of Deputy Secretary of the Vinh Long Provincial Party Committee for the 2025-2030 term; transferred and appointed to participate in the Executive Committee, Standing Committee and hold the position of Deputy Secretary of the Ca Mau Provincial Party Committee for the 2025-2030 term; introduced to be elected as Chairman of the Ca Mau Provincial People's Committee.
Speaking at the announcement ceremony, Deputy Head of the Central Organizing Committee Nguyen Thanh Tam said that comrade Lu Quang Ngoi is a young cadre who has matured from the grassroots. He also suggested that the leaders and cadres of Ca Mau province continue to promote the spirit of solidarity, support Comrade Lu Quang Ngoi to successfully complete his tasks, and contribute to helping Ca Mau successfully achieve the goals set by the Provincial Party Congress, and in the immediate future complete the growth target of 8% in 2025.

At the same time, he said he wished to do his best to join the Executive Committee and the Standing Committee of the Ca Mau Provincial Party Committee to perform well the assigned tasks.
Mr. Lu Quang Ngoi (born in 1972, from Tien Giang province, now Dong Thap province) has a Master's degree in Party Building and State Administration; PhD in Political Science.
Mr. Ngoi has worked for a long time at the Department of Labor - Invalids and Social Affairs of Vinh Long province (old).
From July 2007 to September 2012, Mr. Lu Quang Ngoi was Deputy Director and then Director of the Department of Labor, Invalids and Social Affairs of Vinh Long province (old).
From October 2012 to September 2015, Mr. Lu Quang Ngoi was Secretary of the Tam Binh District Party Committee (old Vinh Long province).
From October 2015 to December 2015: As Deputy Chief of Office of Vinh Long Provincial Party Committee.
From January 2016 to June 2019: As Vice Chairman of Vinh Long Provincial People's Committee.
From July 2019 to January 2020: As Vice Chairman in charge of Vinh Long Provincial People's Committee.
From February 2020 to June 2025: becomes Chairman of Vinh Long Provincial People's Committee.
From July 2025 to present: Chairman of Vinh Long Provincial People's Committee (after merging Vinh Long, Tra Vinh, Ben Tre).
