On the evening of December 18, Quang Nam Provincial Police announced that they had coordinated with Thanh Hoa Provincial Police and Da Nang City Police to simultaneously launch a campaign to arrest a group of loan sharks in civil transactions.
The four arrested subjects include: Nguyen Chi Tam (born in 1989, residing in Dong Da District, Hanoi); Nguyen Tan Minh Quan (born in 2001, residing in Lac Thuy District, Hoa Binh Province); Nguyen Tuan Anh (born in 1989) and Le Huu Dat (born in 2001), both residing in Quang Xuong District, Thanh Hoa Province.

Initial investigation results determined that from October 2024 to present, this group of subjects has lent nearly 450 people in Thua Thien Hue province, Da Nang city and Quang Nam province a total amount of more than 6 billion VND, with interest rates from 120% - 360%/year (6 - 18 times higher than the highest interest rate according to State regulations).
The subjects lend money in short cycles of 23 - 25 days. At the end of the loan period, if the interest and principal have not been paid in full, the subjects will create a new loan, the borrower will have to pay compound interest, and the loan amount will increase.
This is a group of subjects operating inter-provincially, professionally with sophisticated tricks and having been handled by the police for the act of "loan sharking" and having just finished serving a sentence locally.
The subjects operate in many places, assigning specific areas to each subject for monitoring and management. When the borrower is late in paying or runs away, the group will gather and work together to find the borrower's residence or workplace to "terrorize" them, or cut and paste images to post on social networks to demand money. When they hear "motion" or lose contact with each other, the subjects immediately disperse and "hide" elsewhere, making the fight very difficult.
The Investigation Police Agency of Quang Nam Province Police has detained the above 4 subjects and continues to expand the investigation.
