On August 26, the Ho Chi Minh City People's Committee issued a document directing departments, branches and the People's Committees of 168 wards, communes and special zones to develop a first land price list in the city, applicable from January 1, 2026 according to the provisions of Clause 3, Article 159 of the 2024 Land Law.
According to the document, the Chairman of the Ho Chi Minh City People's Committee assigned the Department of Finance to preside over and coordinate with the Department of Agriculture and Environment to advise and propose the preparation of state budget estimates for the work of building, adjusting, amending and supplementing specific land price lists and land valuations.
This is done on the basis of inheriting the approved norms of the three regions (HCMC, Binh Duong and Ba Ria - Vung Tau before the merger) and applying them appropriately to each region, reporting before September 5, 2025.
The Department of Finance is also assigned to preside over and coordinate with the Department of Justice and relevant agencies to review and advise on the selection of organizations to implement land price determination under the shortened bidding method, based on Article 80 of Decree 214/2025/ND-CP dated August 4, 2025. This content must be completed and reported to the Ho Chi Minh City People's Committee before September 5, 2025.
On the side of the Department of Agriculture and Environment, the Ho Chi Minh City People's Committee requested to update the content of Decree No. 226/2025/ND-CP dated August 15, 2025 of the Government (on amending and supplementing a number of decrees detailing the implementation of the Land Law). On that basis, the Department will coordinate with the Department of Justice to advise and report to the City People's Committee on the procedures for issuing legal documents related to the project to build the first Land Price List, ensuring completion before September 5, 2025.
For the People's Committees of 168 wards, communes and special zones, the Chairman of the Ho Chi Minh City People's Committee requested to prepare a complete database on land prices, successful transactions on each route, road section, according to location and area, as well as border points. Localities must coordinate with the Department of Agriculture and Environment and selected consulting units to review and balance the database, and send it to the Department to deploy the work of building the first land price list, ensuring the set progress.
While waiting for the issuance of the new land price list, Ho Chi Minh City continues to apply current regulations including: Decision No. 79/2024/QD-UBND (formerly in Ho Chi Minh City), Decision No. 63/2024/QD-UBND (formerly in Binh Duong province) and Decision No. 26/2024/QD-UBND (formerly in Ba Ria - Vung Tau province) until the end of 2025.
