Similarly, at the C8 Giang Vo apartment complex (Ba Dinh district), although many households have agreed to move out of the old apartment complex, after many years of waiting, the apartment complex is still "deadlocked" in compensation, renovation, and overall planning, and has not found an investor willing to build.
Statistics from the Hanoi Department of Construction show that the city currently has about 1,500 old apartment buildings with a scale of 2-5 floors, mainly built from 1960 to the late 1990s, in addition to some houses built before 1954.
In early December 2024, the Hanoi People's Committee requested units to focus on speeding up the research and approval of detailed planning and master plans for renovating and rebuilding old apartment buildings in the area.
Regarding specific tasks, the Hanoi People's Committee requested the Ba Dinh District People's Committee to complete the submission of detailed planning, scale 1/500, for the project to renovate and rebuild Thanh Cong, Ngoc Khanh, and Giang Vo apartment buildings in December 2024.
Ba Dinh District is also responsible for researching and submitting for approval the master plan for renovating and rebuilding the Ministry of Justice Collective. At the same time, research the plan to group independent and single apartment buildings into the detailed planning, scale 1/500, to renovate and rebuild old apartment buildings.
Referring to the difficulties in renovating old apartment buildings, Deputy Director of Hanoi Department of Construction Mac Dinh Minh recently commented that the basic problem in districts and towns today is the issue of planning.
According to the leader of the Hanoi Department of Construction, most of the projects being implemented are behind schedule compared to the approved schedule.
The reason is that the investor has not yet agreed on a compensation, support, temporary housing, and resettlement plan because the owners of old apartment buildings and collective houses requested compensation levels that were too high, and the investor could not balance financial efficiency.
