The decision stipulates the list and codes of Vietnamese administrative units including 34 provinces and cities used uniformly nationwide from July 1, 2025.

Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 19/2025/QD-TTg promulgating the List and codes of Vietnamese administrative units.

The decision to stipulate the list and codes of Vietnamese administrative units from July 1, 2025 for unified use nationwide includes: List and codes of 34 provincial-level administrative units; list and code of 3,321 commune-level administrative units.

The code issued to an administrative unit is the only identification number, unchanged throughout the actual existence of that administrative unit. The issued code cannot be used to reissue to another administrative unit at the same level.

The administrative unit code is divided into 2 independent levels, each level has an open code to issue a new code to the administrative unit when changing. Specifically:

The code of the provincial administrative unit is determined by 2 digits from 01 to 199;

The code of the commune-level administrative unit is determined by 5 digits from 00001 to 99999.

According to the decision, the list and codes of 34 provincial-level administrative units are as follows:

Principles for determining administrative unit codes when there are changes:

In case of provincial separation: The province has a People's Committee headquarters located at the old location, the administrative unit codes at the provincial and commune levels will not change. Provinces with People's Committee headquarters located at new locations are granted a new provincial code, the commune-level administrative unit code of that province remains unchanged.

In case of merging provinces: The merged province has a People's Committee headquarters located in one province, the code of that province, the code of the remaining province will be closed and not reissued to another administrative unit. The commune-level code of the merged province remains unchanged.

In case of commune division: The commune has a People's Committee headquarters located at the old location, the old code will be used. The commune has a People's Committee headquarters located at the newly issued location with a new code.

In case of merging communes: The merged commune has a People's Committee headquarters located in one commune, the code of that commune or the code of the remaining commune is closed and not reissued to another administrative unit.

The decision clearly states that in case administrative units at all levels change their names, adjust from rural areas to urban areas or vice versa, the code will not change.

The Prime Minister issued a list and codes of Vietnamese administrative units. The Ministry of Finance (Department of Statistics) is responsible for managing the administrative unit code system at all levels nationwide.

Based on the Resolution of the National Assembly and the Resolution of the National Assembly Standing Committee on the change of administrative units, the Ministry of Finance (Department of Statistics) is responsible for arranging, assigning codes, issuing codes for administrative units at all levels and promptly notifying units nationwide for unified use.

The above decision takes effect from July 1, 2025.
