3,790 apartments in Thu Thiem repeatedly unsuccessfully auctioned, Ho Chi Minh City takes new action

Ho Chi Minh City has just adjusted its plan, continuing to find directions to auction 3,790 apartments in Thu Thiem New Urban Area after many times of organization but without success.

Ho Chi Minh City People's Committee has just issued a decision to amend and supplement a number of contents in the plan to organize auctions of 3,790 apartments in blocks R1, R2, R3, R4, R5 in An Khanh ward, Ho Chi Minh City.

According to the new decision, the City Land Fund Development Center is assigned to preside over and coordinate with departments, branches and related units to prepare and complete dossiers and auction plans for assets; at the same time, organize the selection and signing of contracts with asset auction practice organizations to conduct auctions according to regulations.

Other contents in Decision 1407 dated March 11, 2026 and Decision 2738 dated May 13, 2026 of the Chairman of the Ho Chi Minh City People's Committee are still maintained.

According to the plan, all 3,790 apartments will be auctioned after converting to commercial housing.

These apartments are divided into 2 blocks for auction organization. In which, blocks R1, R2, R3 have 2,220 units; blocks R4, R5 include 1,570 units.

All apartments are located in Binh Khanh resettlement area, belonging to Thu Thiem New Urban Area. This used to be a housing fund to serve resettlement for people in the process of implementing projects in this new urban area.

However, after many years, the number of apartments has not been effectively exploited. Ho Chi Minh City has organized auctions many times but has not been successful.

One of the reasons why the auction of 3,790 apartments is difficult to determine lies in the design characteristics of the project.

The apartments were initially designed according to resettlement housing standards. When converted to commercial housing, many items of the project are no longer suitable for the exploitation and business requirements of a commercial housing area.

Notably, in 5 streets with symbols from 1. K7. 5. HH to 1. K7. 9. HH, the total area is about 11.5 ha, the commercial - service floor area is currently only about 14,290 m2, equivalent to a land use coefficient of about 0.18 times.

This level is considered low compared to the requirements of a commercial housing project with a population scale of about 15,160 people according to the previous approval decision.

Limited commercial and service spaces affect the ability to form an ecosystem of utilities and services serving residents, thereby reducing the attractiveness to investors when participating in auctions.

In addition, the floor area for parking according to the completion dossier is currently about 82,901 m2. When converting to commercial housing, this area is assessed as not really suitable, difficult to fully meet the parking needs of residents and passersby.

Previously, An Khanh Ward People's Committee organized a consultation on the partial adjustment of the 1/2000 scale zoning plan of Sub-zone No. 1, related to Binh Khanh resettlement area. The adjustment plan aims to increase the attractiveness of the auction of 3,790 apartments.

According to the proposal, building blocks will be raised in height from 25 - 27 floors to a maximum of 45 above-ground floors and 3 basements. At the same time, the land use coefficient for residential land will also be adjusted to increase from 5 - 6 times to about 10 times.
