National Assembly deputies believe that the situation of workers absconding when working abroad negatively affects the national image.

On August 10, at the First Extraordinary Session, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Vietnamese Workers going to work abroad under contract.

Delegate Tran Dinh Gia (Delegation of National Assembly Deputies of Ha Tinh province) shared that Ha Tinh is a locality with a very large number of people participating in working abroad.

This person cited the report of the Department of Home Affairs that so far Ha Tinh has about 11 - 12 thousand people participating in labor abroad.

There are two realities in Ha Tinh that delegate Tran Dinh Gia expressed concern and need to be discussed when amending the Law.

Accordingly, many Ha Tinh people who go to work abroad, when they arrive and work for a few months, they move out, moving out is a violation of the labor law.

Therefore, there are many foreign labor markets that do not accept workers from some localities in Ha Tinh as well as some provinces in the Central region. This affects the interests of many other legitimate workers" - delegate Tran Dinh Gia said.

The second reality is that according to regulations, some markets do not have to pay fees and the fee is very low. However, many workers going to some markets have to pay very high fees. It can be 300 - 400 million VND, or even billions of VND.

I don't know where this source goes, so we are very concerned and hope that when amending this Law, we will find a way to minimize the two situations mentioned above" - the delegate from the Ha Tinh delegation emphasized.

Also according to this delegate, building a national database on managing workers abroad, sharing data information of agencies, ministries, branches, and local agencies is extremely important.

In addition to the agencies stipulated in the law, according to delegate Gia, agencies such as the tourism industry, the health sector, and some other agencies with this data need to share information and interlink data to overcome the above-mentioned situations.

The law must also have a mechanism, a stricter regulation for those who violate labor laws abroad. "It is possible to stipulate the prohibition of exit for cases of participating in labor that violate labor laws abroad to improve the health of the labor export environment abroad," delegate Gia added.

This delegate asked, why can a person or a business that does not pay taxes be banned from leaving the country? While a person who goes to work and violates the law in this country and then returns can continue to work in another country.

I think that the law on sending Vietnamese workers to work abroad, along with other laws, needs to be more strictly regulated so that Vietnamese people when going abroad have respect and strictly comply with the laws of the host country. This both beautifies the image of Vietnam and protects those who have legitimate needs when participating in labor abroad" - this person emphasized further.

Explaining and clarifying some opinions of National Assembly deputies, Member of the Party Central Committee, Minister of Home Affairs Nguyen Tien Hai said that the opinions of National Assembly deputies have contributed very frankly, responsibly, deeply and very accurately, helping the drafting agency to continue to improve the draft law.

The drafting agency will continue to closely coordinate with the Culture and Social Affairs Committee, the Law and Justice Committee of the National Assembly to summarize and complete the draft law to submit to the National Assembly.

According to the Minister, the first non-scheduled session to pass this draft law is only to amend a number of articles of the Law on Vietnamese Workers going to work abroad.

Regarding the comprehensive amendment of the law, we are assigned the task of continuing to study to submit the draft amendment of the law in a more comprehensive and rigorous manner" - the Minister emphasized.
