Accordingly, the Department of Land Management requested the Departments of Agriculture and Environment to urgently implement the adjustment and reorganization of land databases according to the 2-level local government model.
At the same time, supplement information about land use identification codes to be ready to connect and integrate with the National Location System, National Digital Address Platform and other national databases.
To unify the implementation of land database revisions and the development of land plot identification codes, the Department of Land Management has developed a document on the Technical Plan for adjusting land database when implementing local government at 2 levels and the Technical Instruction for building land plot identification codes.
According to the instructions of the Department of Land Management, the land plot identification code is a code assigned to each land plot and is unique nationwide and a specific land plot has only one identification code. The land plot identification code is stipulated in Circular 09 of 2024 of the Ministry of Natural Resources and Environment.
The process of building a land plot identification code has four steps, including determining the characteristic points of the land plot, calculating the location transfer from Vietnam's VN2000 coordinate system to the WGS84 international coordinate system, encoding the characteristic location points of the land plot and updating the land plot identification code to the land database.
Currently, the 5-day campaign to clean up land data according to plan 515 on implementing the enrichment and cleaning campaign of the national land database of the Ministry of Agriculture and Environment and the Ministry of Public Security is also being implemented.
Mr. Mai Van Phan, Deputy Director of the Department of Land Management, emphasized that the implementation of Plan 515 is of special importance in the process of building and completing the national land database, contributing to improving the effectiveness of state management, serving digital transformation of the natural resources and environment sectors, while facilitating people and businesses in related transactions.
According to Plan 515, the campaign to enrich and clean up land databases will be implemented for 90 days, from September 1 to November 30, 2025, nationwide. The focus is on two tasks: cleaning and standardizing all land data that has been built through the periods; collecting and digitizing data for issued Land and Housing Certificates but not yet included in the database.
