On June 11, 2025, the Government issued Decree 125/2025/ND-CP regulating the division of authority between two levels of local government in the field of state management under the scope of the Ministry of Finance.
Accordingly, from July 1, 2025, the authority to register business households, cooperatives, cooperatives and cooperative unions will be transferred from the district-level business registration agency to the commune-level People's Committee (collectively referred to as the commune-level business registration agency).
Commune-level business registration agencies will be granted separate accounts and seals to perform tasks as prescribed in Clause 5, Article 44 of Decree 125.
For documents submitted before July 1, 2025 but not yet approved by the district-level agency, the handling will be carried out according to the new regulations. In case the dossier has been approved before that time but there are problems that need to be resolved after July 1, 2025, the commune-level business registration agency where the head office is located will continue to handle it.
Business households, cooperatives, cooperative unions continue to use previously issued registration certificates.
In case there is a change in administrative boundaries leading to a change in the address stated on the certificate, the units can update information when needed or at the same time when making other changes related to the registration content.
Decree 125/2025/ND-CP takes effect from July 1, 2025.
