The Chairman of the People's Committee of Bac Ninh province has just directed to agree on the policy of adjusting the detailed planning at a scale of 1/500 " urban and service area in the West of Cho town, subdivision A" of Yen Phong commune and Van Mon commune, Bac Ninh province according to the proposal of the Department of Construction in the document dated November 17, 2025.
The adjustment of planning must ensure structure, ratio, density... according to current regulations and standards.
In addition, encourage and consider the necessity of adjusting the planning in a better direction such as increasing the ratio of water surface land, trees, traffic, reducing construction density but increasing or maintaining the land use coefficient of mixed-use land plots and high-rise land plots, minimizing the division of low-rise plots.
Compulsory application of solutions to build "absorbed" urban areas, ecology, drainage axes for the entire area using open canals, calculating indicators to ensure adequate compensation for urban surface water volume compared to the current status of agricultural land; favorable planning for all situations if wastewater treatment is applied at the source.
The Chairman of the People's Committee of Bac Ninh province assigned the Department of Construction to preside over the coordination and guide Hung Ngan Housing and Trading Investment Joint Stock Company to organize the preparation of detailed adjustments to submit to competent authorities for appraisal and approval according to regulations.
According to the reporter's investigation, the investment project of the Urban and Service Area in the West of Cho Town, Sub-area A, Yen Phong District, is invested by Hung Ngan Housing and Trade Investment Joint Stock Company.
This project also has the commercial name Kim Do Policity with a total investment of 3,569 billion VND, construction progress until 2025.
At the end of 2024, the Inspectorate of Bac Ninh province concluded the inspection of the above project.
According to the inspection conclusion, the project has a number of violations that need to be handled, such as many limitations in the work of: planning; investment; land acquisition, establishment, approval and payment of compensation for site clearance support; construction; implementation of financial obligations on land, business conditions, business results, real estate transfer.
