The document stated that recently, the Department of Construction of Bac Ninh province has received a number of complaints from people about difficulties and problems in the process of requesting the commune-level police to confirm the income conditions of the subjects specified in Clause 5, Article 76 of the Housing Law 2023 in cases of no Labor Contract (free labor - PV).
Accordingly, the Commune-level Police conducted the confirmation with the content: "In the National Population Database, there is no basis to confirm the income conditions as requested by citizens".
On December 2, 2025, the Department of Construction issued a document to the Ministry of Construction on requesting guidance on confirming income conditions for freelance workers.

The Department of Construction requested the Provincial Police to pay attention to coordinating, considering and removing the above-mentioned difficulties and obstacles, and at the same time guiding and directing the Commune-level Police and related units based on the provisions of Decree No. 261/2025/ND-CP dated October 10, 2025 of the Government and the commitment of individuals on the declared contents as true and fully responsible before the law to carry out the confirmation.
In addition, the Department of Construction requested the Provincial Police to consider recommending the Ministry of Public Security to coordinate with the Ministry of Construction to promptly guide the Commune-level Police to confirm the income conditions for freelance workers to have a basis for implementation in the locality.
The Department of Construction requests that social housing investors in the province provide guidance on regulations, procedures and receive documents from social housing registration buyers in accordance with current regulations.

For freelance workers in the case of form No. 05 Documents proving income conditions to buy or rent social housing, the Commune-level Police confirmed: "In the National Population Database, there is no basis to confirm income conditions as requested by citizens", then the investor will base on the individual's commitment that the declaration contents are true and take full responsibility before the law to review and receive documents.
In case the Commune-level Police have confirmed the income conditions or during the inspection ( postspearance) discovered that the subject did not meet the income requirements, the investor shall send a report to the Department of Construction to reclaim the house and handle it according to the provisions of law.

According to current regulations, freelance workers when registering to buy social housing must prove their income and have confirmation from the police at the commune level where they are residing, temporarily residing or living. However, in reality, many freelance workers are having trouble right at this stage of income confirmation.
Many experts have proposed increasing post-inspections, allowing freelance workers to commit to income when buying social housing to solve the above problem.
