On September 23, 2025, Vice Chairman of the People's Committee of Bac Ninh province Pham Van Thinh signed Decision No. 28/2025/QD-UBND detailing the case of people with houses under their ownership but far from their workplace enjoying social housing support policies in the province.
According to the Decision, the subjects of application include: People with revolutionary contributions, relatives of martyrs who are eligible for housing improvement support according to the provisions of the Ordinance on preferential treatment for people with revolutionary contributions; poor and near-poor households in rural areas; poor and near-poor households in rural areas frequently affected by natural disasters and climate change; Poor and near-poor households in urban areas; low-income people in urban areas; workers and laborers working at enterprises, cooperatives, cooperative unions inside and outside industrial parks; cadres, civil servants, and public employees according to the provisions of law; subjects whose public housing has been returned according to regulations; households and individuals whose land has been recovered and whose houses must be demolished according to the provisions of law without housing or compensation.
Officers, professional soldiers, non-commissioned officers of the People's Armed Forces, police workers, civil servants, workers and defense officials serving in the army; people working in cryptography, people working in other cryptographic organizations receiving salaries from the State budget who are not yet entitled to housing support policies for the People's Armed Forces.
According to the Regulations, the above subjects already have houses of their own but are allowed to buy or rent social housing away from the workplace when meeting the following conditions: The distance between the current housing location and the workplace of the individual registered to buy or rent-purchase is at least 20 km; the distance between the workplace and the location of the social housing project registered to buy or rent-purchase is at most 10 km.
The distance prescribed in this regulation is determined according to the actual distance travel by road, calculated according to the shortest route connecting relevant locations.
The decision takes effect from the date of signing and promulgation until May 31, 2030.
According to the Prime Minister's 1 million social housing projects, Bac Ninh province is assigned to invest in the construction of at least more than 135,000 apartments for workers and low-income people.
According to the Department of Construction of Bac Ninh province, there have been 71 social housing projects in the province with a total land area of about 255 hectares. When completed, the projects will meet about 9.12 million m2 of floor space with about 102,390 apartments.
Of these, 26 projects have been completed, 5 projects have been partially completed with a total of 20,726 apartments. The remaining 45 projects are being implemented; organizing compensation and site clearance for investment and construction.
