On December 10, a source from Lao Dong confirmed that Nha Trang Ward People's Committee had issued a decision to reclaim a land plot of more than 8,000 m2 at 70 Tran Phu Street after Khanh Hoa Newspaper and Radio and Television voluntarily returned the land according to the provisions of the 2024 Land Law.
According to the decision, Nha Trang Ward People's Committee reclaimed 8,066 m2 of plot No. 21, map sheet No. 104 (old plot number 25, Loc Tho Ward).
The reason for the reclamation is clearly stated that the land user voluntarily returned the land.
Currently, Nha Trang ward has requested Khanh Hoa Newspaper and Radio and Television to determine the remaining value of assets on the land to serve management work.
In October 2025, the Khanh Hoa Provincial Inspectorate announced the conclusion of a thematic inspection of projects that were behind schedule, had problems and used soil inefficiently in the province. Among them, the land at 70 Tran Phu is identified to have many long-standing problems.
This land was used to pay investors to implement two BT (build - transfer) projects including: PT-TH Khanh Hoa Stationangang Trong Project (capital 90 billion VND) and PT-TH Station Headquarters Project (capital 136 billion VND).
The two projects are invested by a joint venture of Phuong Dong Urban Construction Joint Stock Company and Cotana Group Joint Stock Company.
According to the original policy, the old land fund at 70 Tran Phu will be used to pay investors.
However, the BT contract signed in 2014 was not in accordance with the law at that time, because it was not until 2015 that the Prime Minister issued Decision 23/2015/QD-TTg regulating the mechanism for BT payment by land fund.
The Provincial Inspectorate concluded that the Khanh Hoa Provincial People's Committee's use of 70 Tran Phu land to pay investors was not in accordance with the Prime Minister's direction, even though the form of expression was "in accordance" with the regulations issued later.
The Provincial Inspectorate also clearly stated the responsibilities of: Provincial People's Committee for the period 2013 - 2016, Department of Finance for the period 2013 - 2018, Department of Natural Resources and Environment and many related individuals.
The BT contract signed in 2018 for the PT-TH Station Headquarters project was also determined to be violated because the land allocation was not in accordance with the planning and was not included in Nha Trang's 2018 land use plan.
Based on the conclusion, the Provincial Inspectorate recommended that the Khanh Hoa Provincial People's Committee direct relevant agencies to study the plan to auction land use rights for the land plot at 70 Tran Phu, settle the BT project and pay the investor in accordance with legal regulations.
