According to Lao Dong, the Da Phuoc International New Urban Area Project located on Nguyen Tat Thanh Street (Da Nang) was approved by the People's Committee of Da Nang City in 2005 with a total investment of more than 300 million USD.
This is a sea encroachment project with most of the water surface, so the Da Phuoc international new urban area is also known as the "Vang Trang Khuc".
This urban area was started in 2008 with an area of 240 hectares with many items such as an 18-hole golf course (80ha), luxury apartments (40ha), 33-storey apartments with 8,500 apartments along with resorts, hotels, international schools...

This project is invested by a Korean company. During the process of transferring and legalizing land use rights, the project has encountered violations related to 79 Construction Joint Stock Company (under Phan Van Anh Vu, or "Vu Nhom" as Chairman of the Board of Directors).
After more than 17 years since the groundbreaking date, the inner urban area is mostly just unfinished and unfinished works.

According to Lao Dong reporters, many buildings in the Da Phuoc international new urban area are currently only completed in the rough part with many concrete and rusty steel pillars.
Inside the project, there are many adjacent houses, some of which have been occupied by residents.

Ms. Nguyen Thi Lan (55 years old, living on Nguyen Tat Thanh Street, Da Nang) - said that in the new urban area, there are some households that have bought townhouses and moved in to live, the rest here are unfinished, abandoned works, overgrown with grass, causing loss of urban beauty.
Notably, after a long period of immobile military projects, many large-scale projects located on prime land in the center of Da Nang City are being put under review and remove obstacles.
The Department of Agriculture and Environment of Da Nang recently said that in the period from 2025-2030, Da Nang City will continue to review and remove a number of key and dynamic projects to continue unlocking resources, promoting investment, and developing the socio-economy.
Including the Da Phuoc International Urban Area Project (181ha) which has been unfinished for many years and covered with weeds.

For this project, Da Nang City has proactively reviewed and proposed a handling plan to submit to the Standing Committee of the City Party Committee for consideration and reporting to the Standing Committee of the Government Party Committee.
Up to now, the plan has completed the consultation of Government members. The People's Committee of Da Nang City has completed and signed the draft, reporting to the Government office to submit a Resolution to remove it.
