Many projects are behind schedule
On December 9, speaking with a reporter from Lao Dong Newspaper, Mr. Nguyen Van Cuong - Head of the Department of Planning - Architecture, Urban Area (Department of Construction of Ben Tre province) - said that out of 34 urban area projects that are behind schedule in the area, only 4 projects have selected investors.
According to Mr. Cuong, the reason for the slow progress of urban area projects in the area is due to having to go through many steps in the process, having to get opinions from relevant units in the project appraisal work... In addition, there is also the reason for the slow consultation of relevant departments in submitting to competent authorities for consideration and approval of the decision to approve the project investment policy and organizing project bidding to select investors.
Mr. Cuong said that recently, the People's Council of Ben Tre province has passed 3 Resolutions. This is the basis for relevant departments, branches and localities to advise the Provincial People's Committee or propose the Provincial People's Committee to submit to competent authorities for consideration and approval of decisions approving investment policies for urban area projects in the area.
Mr. Nguyen Van Cuong added that in the coming time, the Department of Construction will coordinate with localities, relevant departments and branches to meet and agree on plans and solutions to implement urban area projects in the area, and submit them to the Provincial People's Committee for approval. In particular, the responsibilities of assigned units in implementing urban area projects will be clearly defined.
Resolutely handle
According to the investigation of Lao Dong Newspaper reporters, from 2019 to the end of 2022, in Ben Tre province, there were 30 new urban area projects that were approved by the Ben Tre Provincial People's Council in principle for project proposals, but so far they are still behind schedule and have not organized bidding to select investors.
Recently, on December 6, Mr. Nguyen Truc Son - Permanent Vice Chairman of Ben Tre Provincial People's Committee - signed and issued an official dispatch on strengthening the urging of state budget collection for land-related revenues in the last month of 2024. According to this official dispatch, Ben Tre Provincial People's Committee requested agencies, units and localities in the area to review real estate projects that have been implemented but still have problems with investment procedures, construction, planning, compensation, site clearance... to promptly remove difficulties and report to competent authorities for consideration of contents beyond their authority.
Ben Tre Provincial People's Committee also requested to resolutely review projects that have land allocation decisions, have no problems but the investors do not implement or implement behind schedule, do not properly fulfill financial obligations regarding land, then organize land recovery according to regulations of land law, select investors with sufficient capacity to implement, and prevent waste.
The document clearly states: The People's Committee of Ben Tre province requests agencies, units and localities to strengthen discipline, urgently disseminate to each unit, cadre, civil servant and public employee to seriously implement the Prime Minister's instructions. In addition, immediately overcome the situation of avoiding, pushing work, fear of responsibility, not daring to advise, propose handling work, shorten the processing time and improve the effectiveness and efficiency of direction and administration. Strictly handle organizations and individuals who deliberately avoid, push work, shirk tasks, lack responsibility in performing public duties, cause delays or fail to decide on issues and work under their authority...
