On December 6, the People's Council of Ben Tre province held the 16th session, term X, term 2021-2026.
At the meeting, delegate Nguyen Van Khiem - Deputy Head of the Economic and Budget Committee of the Ben Tre Provincial People's Council - said that the delay in implementing new urban area projects has restricted many civil rights, including land use rights of the people, causing anxiety and insecurity among the people and wasting land resources.
Delegate Nguyen Van Khiem asked the Director of the Department of Construction of Ben Tre province to inform about the reasons for the delay in progress of projects in general, and at the same time clarify and determine who is responsible and what specific solutions are in the coming time.
Responding to the above question, Mr. Nguyen Van Tam - Director of the Department of Construction of Ben Tre province - said that some reasons for the slow progress of projects are: having to go through a multi-step process, involving many sectors and fields; difficulties in site clearance and changes in legal regulations. The Department of Construction has advised the Provincial People's Committee on many solutions to resolve the problem, but has not been able to ensure the required progress. The Department would like to take responsibility.
Delegate Huynh Van Cuon - Head of the Culture - Social Committee of the People's Council of Ben Tre province - requested the Director of the Department of Construction to further evaluate a number of issues such as: the number of projects that have been implemented, projects that must be revoked due to delays or failure to implement; the demand for new urban area projects in Ben Tre, the damage to people and the investment efficiency from the delay in implementing projects.
Regarding the above issue, Mr. Tran Ngoc Tam - Chairman of Ben Tre Provincial People's Committee - said that in terms of urban development, overall it is still slow. The reason is due to the general situation of the frozen real estate market lasting for a long time nationwide; Ben Tre is also in that situation. In addition, there is a fact that the winning units in selecting investors are also slow to wait for the difficult time to pass.
"During the drafting process, the new Land Law also has the element of investors "waiting" to see whether the newly issued law has regulations on social housing or not to feel secure in carrying out the project. In addition, there are a number of other issues, such as: new regulations create additional procedures in the consultation process; some large-scale projects must wait for the Government's appraisal and approval before they can be implemented. In addition, when implementing new urban projects, all previously implemented urban areas must be reviewed. Through the review, the Provincial People's Committee has established working groups to rectify urban projects, many projects still have errors so they must be adjusted," the Chairman of the Ben Tre Provincial People's Committee informed.
To evaluate the projects, the Chairman of Ben Tre Provincial People's Committee requested the Planning and Investment and Construction sectors to evaluate which projects are not implemented or have been implemented for a long time, then boldly propose the Provincial People's Committee to submit to the Provincial People's Council to revoke these projects.
