The Ministry of Agriculture and Environment received a petition from voters in Hai Phong city with the content: Currently, the procedure for land registration and issuance of land use right certificates does not ensure time, causing frustration for people, creating great pressure for officials and civil servants to perform their duties, affecting the local administrative reform index.
Voters proposed to submit to the Government for consideration and amendment of the implementation time specified in point 1, clause II, section A, part V and point 2, clause II, section C, part V, Appendix I, Decree No. 151/2025/ND-CP dated June 12, 2025 of the Government stipulating the decentralization of authority of local authorities at 02 levels, decentralization, and decentralization in the field of land, ensuring feasibility and suitability to the actual situation at the grassroots level, avoiding frustration for people.
Answering this content, the Ministry of Agriculture and Environment said that voters' reflections are cases of land registration, assets attached to land, first-time Certificate issuance for households and individuals. When there are still district-level government organizations, the time to carry out procedures for land registration, assets attached to land, and Certificate issuance for this case is 23 days.
Now implementing local authorities at 02 levels, no longer district level, no longer procedures for transferring dossiers to district level for inspection and issuance of Certificates, only commune-level People's Committees are implementing, so reducing the time to implement procedures to 20 days is an effort to implement the policies and directions of all levels on administrative procedure reform to create more favorable conditions for people.
