The Ministry of Agriculture and Environment received a petition from voters in Phu Tho province with the content: "Request to study and amend regulations on administrative procedures in the field of land, including regulations combining the time for determining financial obligations and public listing at commune level with the total time for resolving administrative procedures".
Regarding this proposal, the Ministry of Agriculture and Environment has the following opinions: Implementing the 2024 Land Law, Decree No. 151/2025/ND-CP dated June 12, 2025 of the Government stipulating the decentralization of authority of local authorities at 2 levels, decentralization, and decentralization in the field of land, the Ministry of Agriculture and Environment has issued Decision No. 2304/QD-BNNMT dated June 23, 2025 on announcing administrative procedures in the field of land within the scope of state management functions of the Ministry of Agriculture and Environment and is replaced by Decision No. 2124/QD-BTNMT dated August 1, 2024.
Implementing Decree No. 226/2025/ND-CP dated August 15, 2025 of the Government amending and supplementing a number of articles of decrees detailing the implementation of the Land Law, the Ministry of Agriculture and Environment has issued Decision No. 3380/QD-BNNMT dated August 25, 2025 on announcing newly issued administrative procedures; amending and supplementing land areas within the scope of state management functions of the Ministry of Agriculture and Environment.
Thus, the Ministry of Agriculture and Environment has fully promulgated administrative procedures in the field of land according to regulations within the scope of the Ministry's state management functions. Regarding voters' proposals to stipulate the inclusion of the time for determining financial obligations and public listing at commune level in the total time for resolving administrative procedures, the Ministry of Agriculture and Environment will coordinate with ministries and sectors to study in the process of amending and supplementing procedures on land and determining financial obligations.
