At the regular press conference of the Ministry of Agriculture and Environment on the morning of September 16, Mr. Mai Van Phan - Deputy Director of the Department of Land Administration, said that the Department is researching and evaluating the possibility of applying electronic Certificates of land use rights and ownership of assets attached to land.
Up to now, the Department of Land Administration has drafted the content of the Electronic Certificate and exchanged with units of the Ministry of Public Security. The ultimate goal is to integrate the Electronic Certificate into VNeID.
According to Mr. Phan, regarding the blank and implementation roadmap, putting electronic certificates into use depends on many conditions. First of all, it is necessary to continue to improve the amendment of the Land Law, which stipulates electronic certificates and the legal value of this type of certificate.
Accordingly, it is necessary to ensure the unified legal value between the Electronic Certificate and the Paper Certificate. It is not possible to only recognize the Physical Certificate as legally valid without recognizing the Electronic Certificate.
In parallel with perfecting the institution, leaders of the Department of Land Administration said that the management agency is restructuring processes and administrative procedures in the direction of e-process. Localities are guided to choose feasible procedures to implement the e-process in the electronic environment, towards issuing electronic certificates to replace paper-type certificates.
Another important condition is to complete the land database. The Department of Land Administration is continuing to guide, direct and urge localities to soon complete the national land database. This is an important basis for carrying out administrative procedures, including the issuance of Certificates to land users.
In addition, management agencies are connecting and sharing land databases with related systems. In which, population data is used to verify information of individuals and legal entities participating in transactions; and at the same time coordinate with the Tax Department of the Ministry of Finance to connect and share information to serve the determination of financial obligations when land users make transactions.
To date, the draft content of the Electronic Certificate has been completed and reported to the Ministry leaders. Tasks on institutions, administrative procedures, databases and data connection and sharing are also being implemented to put the Electronic Certificate into operation.
According to the Deputy Director of the Department of Land Administration, by the end of August, the total number of land plots reviewed and updated in 34 provinces and cities was over 102.96 million land plots. Of which, more than 68.2 million land plots have been synchronized with data.
About 47.7 million land plots have ensured the criteria of correct, sufficient, clean, and viable. More than 20.5 million land plots in localities are continuing to be supplemented with information to clean up, do right, and do enough.
