The application of policies to review and issue certificates to households and individuals using land needs to be based on each specific case and needs to be based on local land management records. The current land law has provisions on granting red books to households and individuals who are using land in Article 137 (issuing certificates of land use rights and ownership of assets attached to land to households, individuals and communities using land with documents on land use rights), Article 138 (issuing certificates of land use rights and ownership of assets attached to land to households and individuals using land without documents on land use rights but not violating land laws, not in cases of land being allocated without proper authority), Article 139 (solving cases of households and individuals using land that have violated land law before July 1, 2014), Article 140 (issuing certificates of land use rights and ownership of assets attached to land to households and individuals not currently using land under the 2024 Land Law).
