Sending a question to the Ministry of Construction, reader D.S said: "I am the child of a martyr, preparing to register to buy a social housing. According to Circular No. 05/2024/TT-BXD, the subject specified in Clause 1, Article 76 of the Housing Law, the documents proving the beneficiary of social housing support policies are a certified copy of the document proving a person with meritorious services to the revolution or a certified copy of the certificate of martyrs' relatives according to the provisions of the Ordinance on preferential treatment for people with meritorious services to the revolution.
However, since my father was recognized as a martyr (October 2015), my family has only received the Certificate of Merit and the Certificate of Martyr's Family, without a certificate of martyr's relatives".
"May I ask, can I use the certificate of martyr's family (issued since August 2016) to prove the above subject? If not, where should I get a certificate of martyr's relatives?" - a reader asked.
Regarding this issue, the Ministry of Construction responded as follows:
Clause 1, Article 76 of the 2023 Housing Law stipulates that the beneficiaries of social housing support policies are: "People with revolutionary contributions, relatives of martyrs subject to housing improvement support according to the provisions of the Ordinance on Preferential Incentives for People with Revolutionary contributions".
The 2023 Housing Law stipulates that in addition to being a beneficiary of a housing support policy, a martyr's relatives who purchase a social housing must also meet housing requirements (Point a, Clause 1, Article 78) and ensure the principles of implementing a housing support policy (Point d, Clause 1, Article 79).
The confirmation of martyrs' relatives is under the authority of the Ministry of Labor, War Invalids and Social Affairs to guide the settlement. Therefore, it is recommended that you send a question to the Ministry of Labor, War Invalids and Social Affairs for guidance according to your authority.
