Subjects entitled to social housing support policies
Pursuant to Article 76 of the 2023 Housing Law, the beneficiaries of social housing support policies are stipulated as follows:
Conditions for buying social housing in 2025
According to Article 78 of the Housing Law 2023, Articles 29 and 30 of Decree 100/2024/ND-CP, the conditions for purchasing social housing in 2025 must meet as follows:
Subjects (1), from (4) to (4) to (10) must meet the following conditions:
1. Housing conditions
- Not yet owned a house in the province or centrally run city where there is a social housing construction investment project.
- Not yet allowed to buy or rent social housing.
- Not yet entitled to any housing support policy in the province or centrally run city where there is a social housing construction investment project.
- Or have a house of one's own in a province or centrally run city where there is a social housing project but the average housing area per capita is lower than the minimum housing area.
In case of being a subject specified in Points b, c, d, dd, e and g, Clause 1, Article 45 of the Housing Law 2023, they must not be living in a public housing facility.
2. Income conditions
(i) For subjects (5), (6), (8):
- In case the plaintiff is a single person, the actual monthly income must not exceed 15 million VND as calculated in the Salary and Salary Table confirmed by the agency, unit or enterprise where the subject works.
- In case the plaintiff is married according to the provisions of law, the plaintiff and his/her husband (husband) with a total monthly income shall receive no more than 30 million VND in salary according to the Salary Table, confirmed by the agency, unit, or enterprise where the subject works.
Note: The time to determine income conditions is for 01 consecutive year, starting from the time the subject specified in this clause submits a valid dossier to the investor to register to buy or rent-purchase social housing.
(ii) For subjects (5) without labor contracts:
- If you are single, your actual monthly income is not more than 15 million VND.
- If they are married according to the provisions of law, the plaintiff and his/her wife (husband) with a total actual monthly income will receive no more than 30 million VND.
Note: Within 7 days from the date of receipt of the confirmation request, the People's Committee at the commune level shall confirm the income conditions for 1 year consecutive from the time the subject specified in this clause submits a valid dossier to the investor to register to buy or rent social housing.
(iii) For the subject (2), 3, (4): Must be a poor or near-poor household according to the Government's poverty standard.
(iv) For subjects (7): Income conditions apply as follows:
- In case the plaintiff is a single person, the actual monthly income received must not exceed the total income of an officer with the rank of Colonel (including basic salary and allowances according to regulations) confirmed by the agency or unit where he/she works or manages.
- In case the plaintiff is married according to the provisions of law:
+ The plaintiff and his/her husband (spouse) are both subjects (7) and have a total actual monthly income not exceeding 2.0 times the total income of an officer with the rank of Colonel (including basic salary and allowances according to regulations) confirmed by the agency or unit where they work or manage;
+ The wife (husband) of a plaintiff who is not a subject (7) with a total actual monthly income shall receive no more than 1.5 times the total income of an officer with the rank of Colonel (including basic salary and allowances according to regulations) confirmed by the agency, unit, or enterprise where the subject works.
In case the petitioner's wife (husband) does not have a Labor Contract, the People's Committee at the commune level will confirm the income conditions.
Note: The time to confirm the income conditions for 1 consecutive year, calculated from the time of submitting the application for buying or renting a house to the People's Armed Forces.
