A recent report by the Ho Chi Minh City Department of Construction said that in the period from 2021-2024, there are only 10 social housing projects in Ho Chi Minh City, of which 6 projects have been completed, 4 projects are under construction with nearly 6,000 apartments, only reaching 8.6% of the target of developing 69,700 - 73,000 social housing apartments assigned by the Government.
Mr. Le Hoang Chau - Chairman of the Ho Chi Minh City Real Estate Association (HoREA) - said that to implement the Program to develop at least 1 million social housing apartments nationwide in the period of 2021-2030, there should be about 1,000 social housing projects with an average of 1,000 apartments/project, not including projects that need to be developed after 2030.
Therefore, it is necessary to reform the process and administrative procedures for one relationship in the direction of assigning the provincial housing management agency to preside over and be responsible for carrying out the procedures for "approval of investment policies, adjustment of investment policies, without having to follow the provisions of the Investment Law" (in case the investor "agreed on receiving land use rights or currently has land use rights" to implement a social housing project).
With a very large volume of social housing projects, equivalent to about 2,500 old apartment buildings nationwide that need to be renovated and rebuilt, it is necessary to apply similar procedures for approving investment policies for social housing projects such as renovation and reconstruction of apartment buildings to shorten the time for administrative procedures and early implementation of social housing projects, Mr. Le Hoang Chau expressed his opinion.
It can be seen that the current situation is posing many challenges for the city to achieve the social housing development target from now until 2030.
The Office of the Ho Chi Minh City People's Committee has also just announced the conclusion of Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong at the thematic meeting on social housing. Accordingly, for 953 apartments in Vinh Loc B residential area, Binh Chanh district, the Department of Construction was assigned to urgently review the dossier and follow the instructions of the leaders of the City People's Committee.

The Ho Chi Minh City People's Committee also assigned the Department of Natural Resources and Environment to urgently review the legality of 8 land plots according to the direction of the Chairman of the City People's Committee and the opinion of the Steering Committee 167 (Department of Finance).
For the 3 land plots calling for investment including: land plots in Truong Thanh ward, Thu Duc city; land plots at lot No. 6, Tan Thoi Nhat ward, District 12 and areas A, B, C in the low-income housing project in Hiep Thanh ward, District 12, the Department of Planning and Investment is assigned to review and give opinions to clearly determine whether the bidding is carried out in accordance with land law or in accordance with industry and field laws.
Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong also requested the Department of Construction to work with all investors who have registered to participate in developing social housing at the enterprise's land fund to synthesize and compile a list to report to the City People's Committee for direction and resolution.
