In the first six months of the year, the entire industry has actively started construction, opened to traffic and put into operation many key projects, raising the total length of the national highway to 2,268 km.
The "500 days and nights of emulation" movement is spreading throughout the construction sites, becoming a driving force for investors and contractors to closely follow the progress, overcome difficulties in resources, materials, and site clearance.
Along with the transport infrastructure, the Ministry of Construction has stepped up the streamlining of the apparatus to improve management efficiency. After the merger with the Ministry of Transport, the number of units has decreased from 42 to 23, a decrease of 45% compared to before. This restructuring helps save budget, streamline procedures and speed up the work processing process.

In terms of institutional improvement, in the first half of 2025, the Ministry of Construction promptly advised on the issuance of 3 Resolutions of the National Assembly, 7 Decrees of the Government and 17 Circulars, contributing to removing legal bottlenecks, creating a transparent and favorable investment environment for businesses. At the same time, the Ministry is actively coordinating with relevant agencies to soon complete important draft laws such as the Railway Law (amended), the new Maritime Code to suit the practical situation.
The urban development sector continues to be focused on with the urbanization rate nationwide reaching about 44.3%. The Ministry of Construction has guided, inspected and recognized 15 more urban areas of all kinds since the beginning of the year. In addition, the Ministry is promoting the development of sustainable smart cities, prioritizing a pilot in the Mekong Delta to adapt to climate change and sustainable development.
Another outstanding mark is the progress of the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030".
By the end of May 2025, 26,152 apartments in the 100,000-apartment plan this year alone have been completed, and 25 new projects have been started. The Ministry of Construction regularly sends working groups to work with localities, remove difficulties and obstacles in planning, capital, and procedures to speed up progress.
In the work of transportation management and ensuring traffic safety, in the first 5 months of 2025, the number of traffic accidents nationwide has decreased sharply compared to the same period last year, contributing to stabilizing social life. New electric bus routes and public transport connection plans between airports, bus stations and terminals continue to be expanded, bringing convenience to people.
In order to achieve the GDP growth target of 8% or more, in the last 6 months of the year, the Ministry of Construction focuses on removing obstacles and accelerating the progress of key infrastructure projects such as the North-South high-speed railway, Lao Cai - Hanoi - Hai Phong railway, Bien Hoa - Vung Tau, Can Tho - Ca Mau expressways. Along with that, the disbursement of public investment capital will be closely urged, striving to complete 100% of the plan of VND 87,794 billion assigned by the Prime Minister.
In addition, the Ministry of Construction will continue to improve legal regulations, promote administrative procedure reform, increase the rate of full online public services, and increase the application of digital technology in investment management, construction and urban development. The ultimate goal is to improve the quality of life for people, create a synchronous and modern infrastructure foundation, contributing to building a rapid and sustainable country.
