Propose that the Government, Ministers and Heads of sectors absorb the maximum opinions of National Assembly deputies, concretize them through action and policy, aiming to substantially improve people's lives, enhance the endogenous capacity of the economy and build a truly, practical education. Responding to this issue, Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized that the Financial Center is a very wise step for us in the current period.

Affirming that it is very necessary, the Government leader said that we have met all the conditions to build a Financial Center. The financial center meets our acceleration and growth requirements in the coming period in terms of capital and diversification.

Timely appointment of Chairmen and Vice Chairmen of People's Committees of new provinces and cities

The Permanent Deputy Prime Minister said that starting from July 1, 2025, the two-level local government will officially operate and promptly remove difficulties and obstacles in its operation.

Accordingly, implementing the resolutions and conclusions of the Central Executive Committee, the Politburo, the Secretariat, the National Assembly, the Government, and the Prime Minister, the Prime Minister has focused on leading and directing ministries, branches, and localities to urgently organize implementation to ensure progress, meeting the overall goal of the policy of streamlining the apparatus associated with building local governments at two levels and improving the effectiveness and efficiency of the operations of authorities at all levels.

In the first 6 months of the year, the Steering Committee for the arrangement of administrative units (ADUs) at all levels and local government organizations at both levels of the Government have oriented the arrangement and reorganization of boundaries, administrative centers, and public service units in the locality; directed the implementation of decentralization, delegation of authority, specific instructions on the organization of the apparatus, staffing, job positions, and procedures for arranging cadres, civil servants, and public employees to ensure compliance with regulations, while stabilizing psychology and creating motivation to work for the cadres after the merger.

In order to promptly remove obstacles and quickly stabilize the organization of the two-level local government apparatus from July 1, 2025, the Government continues to focus on leading and directing a number of key tasks.

First, continue to review the system of legal documents, especially in priority and urgent areas.

Second, the management of the general payroll in 2025 is assigned to implement the streamlining of payroll in conjunction with restructuring the team of cadres, civil servants and public employees.

Third, resolve well the regime and policies for cadres, civil servants, public employees, workers and armed forces when implementing the organizational arrangement.

Fourth, implement the arrangement and assignment of headquarters, vehicles and working conditions of new provincial and commune-level agencies; review and compile statistics on the effective handling of public assets and surplus headquarters after arrangement and consolidation.

Fifth, decide to appoint the Chairman and Vice Chairman of the People's Committees of new provinces and cities in a timely manner.

Strictly handle degraded cadres and civil servants, corruption, assisting and colluding with counterfeit goods

The Permanent Deputy Prime Minister has provided information on preventing and combating smuggling, trade fraud, counterfeit goods, counterfeit goods, intellectual property infringement, and consumer protection rights.

In recent times, this work has been focused on and achieved positive results. From the beginning of 2025 to now, the Prime Minister issued 5 telegrams, 1 Directive and many directives; functional forces have vigorously implemented the Peak campaign to fight against and repel smuggling, counterfeit goods, and infringement of intellectual property rights nationwide.

In the first 5 months of the year, the Ministry of Public Security has discovered and dismantled many large-scale production and trading rings of milk, food, medicine, and fake health protection foods; counterfeit goods of origin, seriously violating intellectual property rights.

Over 40,000 cases of smuggling, trade fraud and counterfeit goods have been arrested and handled; VND 6,583 billion has been collected from the budget; 1,737 cases and 3,043 subjects have been prosecuted.

During the peak period (from May 15, 2025 to June 15, 2025), more than 10,400 cases were discovered, arrested, and handled; temporarily detained goods and exhibits worth over VND 4,000 billion; collected more than VND 1,200 billion to the budget; prosecuted 204 cases with 378 defendants.

However, the situation of smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights is still complicated.

In the coming time, the Permanent Deputy Prime Minister said that the Government and the Prime Minister will continue to direct the effective implementation of the fight against smuggling, trade fraud and counterfeit goods; resolutely prevent and repel crimes in the spirit of "noinceancing, no forbidden zones".

At the same time, review, amend and supplement relevant legal documents promptly; immediately overcome shortcomings in inspection, supervision and post-inspection work; strictly handle cadres, civil servants and public employees who are degraded, corrupt, assist and collude with violations.

Strengthen propaganda and mobilize businesses and people to actively and responsibly participate in early detection, combat and prevention right from the grassroots, from the starting point.

Continue to invest, launch investment for 867 projects with problems

Regarding the removal and handling of projects that are stuck and backlogged, the Permanent Deputy Prime Minister said that in the past, after development stages, due to many objective and subjective reasons, the whole country had many projects that were stuck and backlogged.

The Government and the Prime Minister have focused on directing the removal of difficulties and obstacles for the above projects to unlock resources and contribute to socio-economic development.

By the end of April 2025, the Government, the Prime Minister, ministries, branches and localities had resolved and removed obstacles to put them into operation and business, continued to invest and launch investment for 867 projects in the fields of renewable energy, real estate, and hospitals with a total estimated value of about 371.8 trillion VND.

In the coming time, the Government will continue to implement the Resolutions of the Party and the National Assembly, the direction of the Politburo, focusing on handling difficulties and obstacles for projects mentioned in the 2025 socio-economic report.

Striving to achieve 49% of the 1 million social housing apartments project by the end of 2025 Regarding the development of social housing, eliminating temporary and dilapidated houses, the Permanent Deputy Prime Minister said that developing social housing, eliminating temporary and dilapidated houses is a major policy of the Party and State, with profound humanitarian significance, contributing to ensuring social security and improving the quality of life of the people.

Recently, many programs and projects for developing social housing, eliminating temporary and dilapidated houses have been widely implemented and achieved many positive results.

The Prime Minister has launched a movement to eliminate temporary and dilapidated houses nationwide in 2025. The Government has issued a Plan to implement the National Assembly's Resolution on piloting a number of specific policies and mechanisms for social housing development.

Regarding social housing development, the whole country has planned 1,309 locations with 9,737 hectares of land, most localities have allocated enough land to develop social housing. Implement the investment project to build at least 1 million social housing apartments, strive to reach 49% by the end of 2025.

To date, 686 social housing projects have been implemented nationwide with a scale of about 628 thousand units; in the first 5 months of the year, over 22.6 thousand units have been completed.

Regarding the elimination of temporary and dilapidated houses, by the end of June 14, 2025, the whole country had supported nearly 207 thousand houses, of which more than 155.5 thousand were inaugurated, and more than 51,000 were under construction. To date, 31/63 provinces and cities have completed the elimination of temporary and dilapidated houses.

In the coming time, the Government and the Prime Minister will continue to direct the development of social housing, eliminate temporary and dilapidated houses; basically complete the goal of eliminating temporary and dilapidated houses nationwide before August 31, 2025; especially support housing for relatives of martyrs and people with meritorious services to be completed before July 27, 2025.

At the same time, urgently implement the National Assembly's Resolution on specific policies for social housing development; provinces and cities must implement drastically, striving to complete the assigned social housing development targets in 2025.
