Da Nang voters reflected that cadres and civil servants affected by the merger of administrative units were forced to relocate their entire family to a new workplace, but due to their main income from low salaries, they could not buy a house to stabilize their lives and work with peace of mind.
On the other hand, if these subjects apply the provisions of Decree No. 100/2024/ND-CP and the Housing Law 2023, they will not be eligible to buy social housing.
Voters suggested that the Government pay attention to issuing a policy of prioritizing credit interest rate support to create conditions for cadres and civil servants to buy houses or buy land to build houses at new workplaces.
After studying, the Ministry of Construction responded as follows:
On May 29, 2025, the National Assembly passed Resolution No. 201/2025/QH15 on piloting a number of specific mechanisms and policies for social housing development (effective from June 1, 2025).
Accordingly, the Resolution has stipulated a number of policies to facilitate cadres, civil servants, public employees, and workers to change their workplaces after merging provinces and centrally run cities according to Resolution No. 60-NQ/TW dated April 12, 2025 of the Central Executive Committee, specifically:
Assign the Provincial People's Committee to base on the actual conditions of the locality, specify in detail the cases where there is a house under its ownership but far from the workplace to enjoy social housing support policies.
State agencies, political organizations, socio-political organizations, and public service units are allowed to rent social housing from investors in social housing construction investment projects to arrange for their officials, civil servants, public employees, workers, and laborers to live in.
State agencies, political organizations, and socio-political organizations renting social housing to arrange for their staff, civil servants, and workers to live in shall be allocated to the state budget to rent social housing to subjects entitled to receive salaries from the state budget when there is an estimate approved by competent authorities according to the provisions of the law on the state budget.
The Resolution also stipulates the establishment of a National Housing Fund to invest in the construction of social housing, invest in the construction of technical infrastructure, social infrastructure of social housing construction investment projects, and create social housing for cadres, civil servants, public employees, and workers to rent houses.
For the priority policy of supporting credit interest rates to create conditions for cadres and civil servants to buy houses or buy land to build houses at new workplaces. Currently, the law on housing has specific regulations and instructions for subjects eligible for preferential loans from the State through the Social Policy Bank to buy, rent, buy social housing or build or renovate or repair houses (Clause 5, Article 77 of the Housing Law 2023, Article 48 of Decree No. 100/2024/ND-CP dated July 26, 2024 of the Government detailing a number of articles of the Housing Law on the development and management of social housing).
Resolution No. 33/NQ-CP dated March 11, 2023 of the Government on a number of solutions to remove and promote the real estate market to develop safely, healthily and sustainably, in which the State Bank of Vietnam is assigned to preside over the implementation and implementation of the Credit Program of about VND 120,000 billion for investors and home buyers of social housing projects, workers' housing, projects to renovate and rebuild old apartments with interest rates during the preferential period 1.5-2% lower than the average long-term VND lending interest rate of state-owned commercial banks in the market and non-state commercial banks eligible for specific credit packages in each period.
