This task was raised at the meeting of the Ministry of Home Affairs to deploy the tasks of the fourth quarter taking place on the morning of October 3.
Reporting on the results of the implementation of tasks in the third quarter, Acting Chief of the Office of the Ministry of Home Affairs Bui Huy Tung said that the Ministry has focused highly on institution building and improvement.
The Ministry of Home Affairs has submitted to the Politburo and the Secretariat 4 documents; received comments on completing the draft Law on Civil Servants amended to submit to the National Assembly at the 10th Session, 15th tenure.
The Ministry has also submitted and considered the issuance of 32 draft decrees, resolutions, decisions, directives and circulars; advised competent authorities to promptly direct ministries, branches and localities to organize implementation and ensure necessary conditions for operating the 2-level local government model.
The Ministry of Home Affairs advises the Government Party Committee to report to the Politburo on adjusting salaries and allowances for cadres, civil servants, public employees, and armed forces after restructuring the apparatus and organizing local governments at 2 levels.
In the third quarter, the Minister of Home Affairs also selected and sent 34 civil servants and public employees to strengthen to localities to guide the resolution of urgent problems at the commune level when implementing the 2-level local government model.
After 1 month of implementation, civil servants and public employees have directly gone down to work at commune-level authorities in the area to grasp the situation, support, resolve and reflect difficulties and problems.
The Ministry of Home Affairs has also submitted to the Government to issue a Resolution on policies and regimes for subjects affected by the implementation of the reorganization of the apparatus and administrative units at all levels according to Conclusion No. 183-KL/TW of the Politburo and the Secretariat.
Regarding the key tasks of the fourth quarter, the Acting Chief of the Office of the Ministry of Home Affairs said that the unit will focus and prioritize all resources for institutional and policy improvement such as the plan to implement the Law on Cadres and Civil Servants in 2025, the Law on Organization of Local Government in 2025, the Law on Employment, and also speed up the development of Decrees and Circulars detailing and guiding the implementation...
In particular, the Ministry will advise on the development of a salary and allowance project for cadres, civil servants, public employees, and armed forces.
This project must be comprehensive, thorough, clarifying the political, legal, practical and feasible bases. From there, report to the competent authority for decision to apply generally and unify throughout the political system.
The Ministry continues to urge ministries, branches and localities to urgently complete the plan to arrange public service units under their management and responsibility.
This content will advise the Standing Committee of the Government Party Committee to report to the Politburo, the Secretariat, and the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW on proposing a plan to reorganize public service units under the management of ministries, branches, and localities.
The Ministry also prioritizes all resources, focusing on advising competent authorities to operate the 2-level local government model to ensure efficiency, effectiveness and efficiency.
