In the construction estimate norm (in Circular No. 12/2021/TT-BXD), codes with installation work content (group of workers II - according to Circular No. 13/2021/TT-BXD) when applied for dismantling work content will be multiplied by a coefficient of 0.6. So when the coefficient is multiplied by 0.6, is it necessary to move the group of workers down to group I?
After research, the Department of Economics - Construction Investment Management, Ministry of Construction has the following opinions:
According to the provisions of Circular No. 13/2021/TT-BXD, group I construction workers are counted for construction work including: Tree planting, demolition of works, dismantling of construction structures, machinery parts, construction equipment; weeding of all kinds; loading and unloading, transportation of materials, supplies, accessories, construction components, construction waste of all kinds; excavation, embankment, demolition, excavation, leveling, bulldozing, pumping, dredging, erosion: mud, soil, sand, stone, gravel of all kinds, waste; packing of bulk materials. Group II workers are construction work that does not belong to group I, group III (installation, repair of construction machinery and equipment, construction technology), group IV (operation of construction machinery and equipment, driving of all kinds).
According to the provisions of Circular No. 12/2021/TT-BXD, some dismantling work is regulated to be calculated at 60% of the labor cost of the corresponding installation work, without the content of transferring labor groups.
