Implementing the direction of the Government, in the past, the Ministry of Transport (MOT) and the Ministry of Construction have basically agreed on the organizational structure of the apparatus after the merger.
Accordingly, the Ministry of Construction is a Government agency, performing the function of state management of: Construction planning, architecture; construction investment activities; urban development; urban and rural technical infrastructure; housing; offices; real estate market; construction materials; road transport, railway, inland waterway, maritime, civil aviation nationwide; state management of public services in the fields of state management of the Ministry according to the provisions of law.
The Ministry of Construction (new) has 19 units that assist the Minister in performing the function of state management, including: Office, Inspectorate, Department of International Cooperation, Department of Legal Affairs, Department of Organization and Personnel, Department of Planning - Finance, Department of Planning - Architecture, Department of Transport and Traffic Safety, Department of Science, Technology, Environment and Construction Materials, Department of Economics - Construction Investment Management, Department of State Appraisal of Construction Quality, Department of Urban Development, Department of Construction Infrastructure, Department of Housing and Real Estate Market Management, Department of Roads Vietnam, Department of Maritime and Waterways Vietnam, Department of Aerospace Vietnam, Department of Railway, Department of Vietnam Railway, Department of Petroleum and Industrial Management of 4 units: Department of Construction Investment Management, Department of State Appraisal of Construction Quality, Department of Urban Development, Department of Construction Infrastructure, Department of Real Estate Housing and Market Management, Department of Roads Vietnam, Department of Maritime and Waterways Vietnam, Department of Civil Aviation, Department of Vietnam Railway, Department of Industry and Industrial Management, Department of Construction Management of Information, Department of Construction Management, Department of Construction Management, Construction Information and Construction Management.
Among these, the Vietnam Maritime and Waterway Administration, the Vietnam Aviation Administration, and the Vietnam Road Administration have the National emblem.
In Submission No. 11, the Ministry of Transport proposed that units under the Ministry of Construction in Decree No. 52/2022/ND-CP and units under the Ministry of Transport in Decree No. 56/2022/ND-CP continue to operate according to current regulations until the Ministry of Construction completes the organization and issuance of a decision regulating the functions, tasks, powers and organizational structure of the unit according to regulations.
The Department of Enterprise Management will continue to operate until the Ministry of Construction completes the restructuring of the Shipbuilding Industry Corporation according to the decision of the competent authority, and must be reorganized in the direction of dissolving this organization by the end of 2030 at the latest.
In Resolution No. 27/NQ-CP of the regular Government meeting in January 2025, the Government requested to urgently complete and submit to the Government to issue Decrees on the functions, tasks, and powers of ministries, ministerial-level agencies, and agencies under the Government under the new organizational apparatus, ensuring operation from March 1, 2025.
At the 9th Extraordinary Session, the National Assembly voted to pass a resolution on the organizational structure of the Government for the 15th National Assembly term; a resolution on the structure of the number of Government members for the 15th National Assembly term.
In which, the Ministry of Construction was established on the basis of merging the Ministry of Construction and the Ministry of Transport, basically inheriting the functions and tasks currently assigned to these two ministries; transferring the functions and tasks of state management of road motor vehicle testing and licensing from the Ministry of Transport to the Ministry of Public Security.
