Voters in Bac Kan province recommended that, in order to complete the socio-economic development goals in line with the model of organizing local government at 2 levels (provincial and commune levels), it is recommended to soon have policies, adjust the Regional Planning, provincial planning, urban and rural planning, ensure the development of synchronous infrastructure, high connectivity, harmonious development space between regions, especially prioritizing the allocation of resources for investment in transport infrastructure connecting to administrative units after the rearrangement.
Regarding this proposal, the Ministry of Construction responded as follows:
Regarding the proposal of voters in Bac Kan province, based on the functions, powers and tasks of the Ministry of Construction, to ensure that the socio-economic development goals are consistent with the model of organizing local government at 2 levels. Based on the direction of the Party, the National Assembly and the Government, the Ministry of Construction will continue to coordinate with relevant ministries, branches and agencies to complete the Law amending and supplementing a number of articles of the 2017 Planning Law (expected to be approved at the 9th session of the 15th National Assembly).
The Ministry of Construction is finalizing: Decree on decentralization of the authority of local authorities at 2 levels, decentralization and delegation in the field of Urban and Rural Planning; Decree on detailed guidance on the Law on Urban and Rural Planning; Circular guiding a number of articles of the Law on Urban and Rural Planning (it is expected that the above Decrees and Circulars will be issued at the same time as the Law on Urban and Rural Planning from July 1, 2025.
