Decree No. 118/2025/ND-CP on implementing administrative procedures according to the one-stop, one-stop mechanism at the One-stop and National Public Service Portal Department, specifically regulating the organization of provincial and commune-level Public Administration Service Centers from July 1, 2025.
Accordingly, at the commune level, the People's Committee at the commune level decides to establish a Commune-level Public Administration Service Center as an administrative organization under the People's Committee at the commune level, with its own seal and account to perform assigned tasks and powers.
The People's Committee at the commune level decides on the arrangement of points for receiving and returning administrative procedure settlement results of the Commune-level Public Administration Service Center at the local level based on the natural area, population size, local socio-economic conditions and number of administrative procedure records.
Not organizing Commune-level Public Administration Service Centers under Commune-level People's Committees in localities that choose the model of One-level Public Administration Service Centers under Provincial People's Committees.
Based on the actual situation, Ministers, Heads of ministerial-level agencies, and Chairmen of provincial People's Committees decide on the implementation of the mechanism of assigning public service post providers and service providers to support the implementation of one or more tasks in the process of guiding, receiving, digitizing documents, and returning administrative procedure settlement results according to the provisions of law on bidding.
At the National Conference on professional training related to Party building organization, State management, activities of the Front and new commune-level political organizations on June 15, Mr. Tran Van Son - Member of the Party Central Committee, Minister, Head of the Government Office - said that the Commune-level Public Administration Service Center has 3 main groups of functions and tasks.
First, receive, digitize, and return results of administrative procedure settlement according to the one-stop, one-stop mechanism.
Second, control administrative procedures according to authority;
Third, build e-government, monitor the application of information technology at the People's Committees at the commune level.
At the Commune-level Public Administration Service Center, the Director is the Vice Chairman of the Commune People's Committee and there is 1 Deputy Director equivalent to the Head of the Department; personnel including civil servants, public employees of the Center, civil servants from specialized departments and vertical agencies sent to, along with personnel of support service providers.
