The Ministry of Agriculture and Environment has just issued a decision to announce administrative procedures in the land sector under the state management functions of the Ministry of Agriculture and Environment. In which, the amended, supplemented and replaced administrative procedures under the management of the Ministry of Agriculture and Environment include 48 procedures including: 2 central-level administrative procedures; 32 provincial-level procedures; 14 commune-level procedures.
According to the Decision, many land procedures will be carried out at the commune level, including: Re-determination of the residential land area of households and individuals who were granted a Certificate of Land Use Rights before July 1, 2004; correction of errors in the first-issued Certificate of Land Use Rights; Revokation of the first-issued Certificate of Land Use Rights and ownership of assets attached to land discovered by land users and owners of assets attached to land and reissued the Certificate of Land after recovery; Registration of land, assets attached to land, issuance of Certificates of land use rights and ownership of assets attached to land for the first-time for organizations using land;
Land allocation, land lease, land use purpose change in cases of land allocation, land lease without auctioning land use rights, not bidding to select investors to implement projects using land; cases of land allocation, land lease through bidding to select investors to implement projects using land; land allocation and forest allocation; land lease and forest lease, land use extension when the land use term expires;
Change the form of land allocation and land lease;
Adjusting land allocation and lease decisions, allowing change of land use purpose due to changes in the basis of land allocation and lease decisions, allowing change of land use purpose; adjusting the land use term of investment projects;
Adjust the decision on land allocation and lease, allow change of land use purpose due to errors in boundaries, locations, areas, and land use purposes between planning maps, cadastral maps, land allocation and lease decisions, and allow change of land use purpose and land handover rates on site;

Using land for multi-purpose use, extending the land use plan for multi-purpose use; Resolving land disputes under the authority of the Chairman of the People's Committee at the commune level; Conciliating land disputes under the authority of the commune level.
