Pursuant to Clause 2, Article 75 of the 2024 Land Law, the national land use plan; provincial land use planning and planning; district-level land use planning, and annual district-level land use plans must be publicly announced after being decided and approved by competent state agencies.
Accordingly, in Clause 3, Article 75 of the 2024 Land Law, the responsibility for publicly announcing land use planning and plans is implemented as follows:
- The Ministry of Natural Resources and Environment (now the Ministry of Agriculture and Environment) is responsible for publicly announcing national land use planning and plans at the agency's headquarters and on the Ministry's electronic information portal.
- The Provincial People's Committee is responsible for publicly announcing the planning and land use plan at the provincial level at the agency headquarters and on the electronic information portal of the Provincial People's Committee.
- District -level People's Committees are responsible for publicizing district -level land use plannings, district -level annual land use plans at offices, on the electronic portal of the district -level People's Committee and publicly announcing the contents of district -level land use plannings, district -level annual land use plans related to communes, wards and townships at the headquarters of the commune -level People's Committee; The commune -level People's Committee is responsible for publicly announcing people and land users in the commune.
Thus, land buyers in each locality can check land affected by planning by:
- View land use planning directly at the headquarters of the People's Committees at the district and commune levels.
- View on the electronic information portal of the People's Committees at each district level.
- Ask the opinion of commune-level land officials or people in the area where the land plot is located for more information.
- ask for information at the Land Registration Office.
