On April 10, leaders of Lang Ward People's Committee (Hanoi) and Bach Khoa Investment and Development Joint Stock Company - the investor of the apartment renovation and reconstruction project at land plot No. 51 Huynh Thuc Khang - visited and presented gifts to households who used to live in apartment building 51 Huynh Thuc Khang, currently temporarily residing in building B9 Dai Kim (Dinh Cong ward) and NO6 area - Urban Management and Exploitation Enterprise (Tran Dang Ninh street, Cau Giay ward).
At the visit, leaders of Lang ward sent thanks to households that agreed and actively coordinated to relocate and hand over land to implement the project according to the city's policy.
According to the ward leaders, the compliance with relocation and handover of land by households not only shows a sense of responsibility and awareness of law compliance, but also makes an important contribution to helping the government complete its tasks according to the Resolution of the Hanoi People's Council.
Talking to a reporter of Lao Dong Newspaper, Mr. Ha Phu Binh - Vice Chairman of Lang Ward People's Committee - said that in the past time, leaders and competent units have drastically mobilized people to relocate from apartment building 51 Huynh Thuc Khang. Up to now, all 42/42 households have agreed to hand over the land.
On that basis, the Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee (VFF) of Lang ward organized visits and encouragement to households in temporary residences, and at the same time sent thanks to people for supporting the government and investors in the process of implementing the project to renovate and rebuild old apartment buildings.




Regarding the project progress, Mr. Binh said that the project has been approved by the city. The Ward People's Committee requested the investor to urgently complete the procedures after receiving the site, striving to start construction in July 2026 according to the plan; it is expected to be completed and handed over houses by 2027 for people to return to resettle at 51 Huynh Thuc Khang.
Also according to Mr. Binh, to create consensus, Lang Ward People's Committee has implemented public and transparent regimes and policies; and at the same time strengthened dialogue and explanation to help people understand the policy of renovating old apartment buildings according to current regulations, thereby supporting urban reconstruction in the area.
Talking to a reporter from Lao Dong Newspaper, Ms. Nguyen The Lu (temporarily residing in apartment 705, building B9 Dai Kim) said that apartment building 51 Huynh Thuc Khang was previously built by the Surveying Company to be allocated to officials and employees. She is one of the people who were allocated houses here after many years of work.
Ms. Lu recalled that about 15 years ago, on March 31, 2011, during renovation, a 5-story house at No. 47 Huynh Thuc Khang suddenly collapsed towards alley 49. A large concrete block strongly hit the adjacent apartment complex No. 51, collapsing the entire balcony system and affecting some load-bearing columns of the building. After the incident, functional forces had to urgently relocate 19 households, while 23 other households continued to live here.
For more than 15 years, we have had to temporarily reside at B9 Dai Kim according to the city's policy. Although basic living conditions are guaranteed, it is not our house, we do not have ownership papers, so everyone hopes to soon have a stable place to live," Ms. Lu shared.
According to Ms. Lu, the apartment at 51 Huynh Thuc Khang is an asset associated with the working process of many officials and workers. Therefore, the biggest wish of the households is to soon return to their old residence after being rebuilt spaciously and legally.
We are very grateful for the concern of the city and ward leaders. Many people are old, even some have passed away and have not had time to see the day to return. When knowing that the project has been implemented and is about to start construction, people are very excited, hoping to soon have new houses to settle down and stabilize their lives, especially when they are old," Ms. Lu said emotionally.
Representing temporary residents, Ms. Lu thanked the authorities at all levels and the investor for their efforts to remove obstacles, promote the project, and create conditions for people to soon return to their legal residence at 51 Huynh Thuc Khang.
