The Hanoi People's Committee has just issued a decision on adjusting and supplementing the 2025 Land Use Plan of Dong Da District.
According to the decision, the Hanoi People's Committee will adjust and add 3 works and projects with a total land use area of nearly 1.6 hectares to the List of works and projects implemented in the 2025 Land Use Plan of Dong Da District.
Including the project to renovate and rebuild apartment building 51 Huynh Thuc Khang in Lang Ha ward. This project was built in 1991, 5 floors high, including 2 units with a total of 42 apartments.


According to Lao Dong, unit 1 with level D danger has been surrounded by corrugated iron to prevent people from accessing areas with potential risks. Many items of the project are currently in a state of serious degradation, with peeling and rotten walls, affecting the urban beauty.
It is known that in 2011, this apartment complex was severely damaged after the collapse of adjacent house No. 49. Since then, 19 households in unit 1 have had to be urgently relocated to temporary housing.
Ms. Nguyen Thi Minh (Dong Da, Hanoi) shared: This apartment complex has been degraded for many years, posing a potential risk of insecurity. People really hope the government will soon renovate to make the area more spacious and safer."

Talking to labor, Mr. Truong Minh Quang - Head of Economic, Infrastructure and Urban Division of Dong Da District - said that at present, Dong Da District People's Committee has publicly drafted a detailed plan for compensation, support and resettlement, work to the user owners. At the same time, the People's Committee of Dong Da District reported and consulted from the departments, branches and branches to guide the complete compensation plan, propose specific mechanisms and determine the owner in accordance with the documents No. 1287/UBND-TNMT dated May 16, 2025, 1332/UBND-TNMT dated May 20, 2025, 1452/UBND-TN-TNMT dated May 30, 2025.
The Investor is carrying out the procedures according to regulations on the Construction Investment Project, submitting them to competent authorities for approval. Construction is expected to begin in June 2025.
When the project is implemented, the People's Committee of Dong Da District will direct functional departments to inspect and supervise the implementation of the Investor according to the provisions of law on construction and settlement of complaints, denunciations, and recommendations for reflection from citizens at 51 Huynh Thuc Khang according to the provisions of law.
Representative of the investor, Mr. Nguyen Trung Kien - Deputy Director of the Project Management Board, Bach Khoa Investment and Development Joint Stock Company - said that in addition to the apartment being increased in area compared to the old house, the new building has modern functions, a separate elevator, and a community house. The apartments are completed with wall-mounted furniture such as living room chandeliers, holiday rented kitchen cabinets, sinks, automatic kitchens, and drying areas.
The investment project to renovate and rebuild the apartment building No. 51 Huynh Thuc Khang was implemented on a scale of about 1,216.6m2, of which the land area under the planning under the plan is 122.8m2, the project area is 1,093.8m2. Construction area is about 875m2, construction density reaches 80%.
The project has a scale of 13 floors + technical attic and 5 basements. The total construction floor area is about 17,037.5m2, including: Floor construction floor area: 11,637.5m2; Basement construction floor area: 5,400m2; Number of apartments for resettlement: 43 apartments, with a total area of 1,767m2; The project is expected to be completed in the fourth quarter of 2027.
